Job Summary:

The Government Liaison & Security Manager will be responsible for managing relations with government authorities and ensuring the security of the organization's personnel, assets, and operations across all Offices in Pakistan. This role requires a proactive approach to risk management, the ability to navigate government processes, and ensure compliance with local, provincial, and federal regulations. The candidate will work closely with law enforcement agencies, regulatory bodies, and other relevant governmental departments to ensure smooth operational activities.

 

Roles and Key Responsibilities: 

 

Government Liaison:

 

  • Prepare and submit necessary documentation and reports to government authorities in a timely manner.
  • Act as the primary liaison for internal departments and government agencies for compliance and security matters.
  • Maintain detailed records of all government-related communications.
  • Develop and maintain relationships with local, provincial, and federal government officials and agencies to ensure the organization stays compliant with all relevant laws, regulations, and government requirements.
  • Represent the organization in governmental and regulatory matters, Handle and resolve any government-related issues that arise concerning MOUs, NOCs, and regulatory compliance.
  • Coordinate and facilitate meetings with government officials to keep them updated on the organizations’s projects.
  • Communicate any relevant changes in laws or regulations to management and staff.

 

Safety and Security Management:

 

  • Lead the development and updating of all Safety and Security related procedures, contingency plans, and risk assessments in the country, including:
    • Implementation and renewing of Security Risk Assessments
    • Development and updating of the Field Security Plan (FSP), which include standard operating procedures and adapted scenarios/contingency plans
    • Develop, update and deliver Country level safety and security briefing for visitors and new staff
    • Ensure the facilities safety and security requirements are completed and documented for all Organization-related facilities – including office space and staff residences in the country
    • Develop and maintain the country safety and security training plan and track compliance
  • Support the Senior Management Team in managing critical safety and security incidents.
  • Ensure staff compliance with compulsory trainings on Safety and Security. Identify gaps and, when necessary, develop and deliver new training modules
  • Contribute to the strategic discussions of the Organization by providing an analysis of the security and local context, identifying operational risks and trends that may affect organizations operations
  • Provide extensive journey management procedures and related travel specific plans.
  • Build a network of contacts with security advisors of other humanitarian actors, partner organizations, UNDSS, UN agencies and relevant organizations as appropriate
  • Collaborate with the program team to include adequate safety and security measures and resources in all budgets and proposals
  • Ensure that suitable arrangements are in place to effectively disseminate relevant and time sensitive security information, guidelines, alerts, and advisories regarding safety and security to Country Program staff and visitors
  • Ensure staff is aware and know how to use available agency resources for Health, Safety and Security, including psycho-social support mechanisms.
  • Ensures that the Country Program team remain compliant with all organizational policy requirements relating to security and safety.
  • Ensures that contractors providing logistics and security services (such as transportation companies) comply with Organization-specific controls in relation to safety and security, such as road safety requirements.

 

Basic Qualifications 

  • Bachelor’s degree in public administration, humanities, social sciences or social works. Masters preferred.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information management systems.
  • At least 5 years of comprehensive experience in providing Government liasoning & Safety and Security management to the company, preferably experience working in the humanitarian sector.
  • Demonstrated ability to conduct assessments, develop strategy, write plans and procedures, and developing methods to monitor and evaluate the effectiveness of security controls
  • First aid / medic qualification(s) preferred. 

 

Required Languages - Fluency in English and Urdu (other local languages will be a plus).

 

Travel - Must be willing and able to travel up to 60 %.

  • Experience with an INGO preferred.

Key Working Relationships:  

Internal: Head of Operations, Country Manager, Head of Programs, Chief of Party, Regional Safety and Security Advisor and All country program staff

External:  partner organizations Security Managers, UNDSS, various government institutions.
