Terms of Reference

  1.    Introduction

Poverty Alleviation Fund (PPAF) is the premier institution leading community-driven development in Pakistan. Established as a not-for-profit company in February 1997 under Section 42 of the Companies Ordinance 1984 (now the Companies Act 2017), PPAF is dedicated to enhancing the lives of the impoverished and fostering a more equitable and prosperous nation. Operating across 150 districts in all four provinces and regions, PPAF supports communities by improving infrastructure, energy, health, education, livelihoods, and access to finance, while also enhancing resilience to disasters.  2.    Rationale for the hiring of the consultant

PPAF plans to apply for upcoming donor funded health project/s and intends to engage the services of experienced individual consultant to develop project proposal/s for upcoming donor funded health opportunities.

 3.     Scope of Work: The following is the scope of work of the consultant:

-        Support PPAF in building PPAF led consortium of reputable international organizations that have a proven history in execution of health projects.

-        Facilitate a project design workshop with local and international partners to gather their insights on the overall project strategy.

-        Draft the technical proposal in accordance with donor’s guidelines and ensure compliance with all requirements for proposal preparation and submission.

-        Collaborate with PPAF’s financial team to develop the financial proposal.

-        Ensure the final version of the proposal is submitted to donor/s as per deadline given by donor.

 4.         Qualifications and Competencies Required

Candidates interested in this assignment should possess the following qualifications and competencies:

-        An MBBS degree, a Master's in Public Health, Agriculture, Animal Science, or a related field.

-        Comprehensive knowledge of key donor’s requirements for preparing and submitting successful proposals; prior experience working with USAID, FCDO, EU and other key donors.

-        At least 15 years experience to work on strategy and proposal development.

-        In-depth understanding of health/one health issue of Pakistan.

-        Excellent proposal writing skills.

-        Good knowledge about donor’s financial guidelines to prepare financial proposals.

5.    Supervision and Reporting

The consultant will report directly to PPAF’s Programme Head/Special Initiative for this assignment.

6.    Duration of Consultancy

The initial assignment is for a period of fifteen (15) workdays during the period from 1st-30 November 2024.

 7.         Indicative Budget:

The indicative budget for this assignment is PKR 1.0 million, and PPAF will deduct all applicable taxes from this amount. Consultant will bear all expenses related to her/his travel to perform this assignment.

 8.         Key Deliverables and Payment Schedule

The following are key deliverables, and payments will be made upon submission of the approved version of deliverables.

 9.    Selection Method

The individual consultant will be selected in accordance with PPAF’s Procurement Manual and Guidelines.

 10. Support Provided by PPAF

PPAF’s team (Consultant for partnerships, Head Programme/Special Initiative and Finance Manager) will provide the  required support to the selected consultant for arranging meetings and preparation of technical and financial proposal.

 11.     Ethical Considerations

PPAF will retain ownership of all consultation data and information collected for this assignment. The consultant is not permitted to use or quote any data or information from the assignment without obtaining prior written permission from PPAF’s senior management.
