1. Job Profile
The post holder will be responsible for Government Liaison and Security of project activities in target provinces. S/he will assist SCO Manager to increase Organization Programme impact in Pakistan, to enable growth and excellent Programme quality across long-term development, humanitarian and influencing interventions in line with organizational program standards. Addition to government liaison this position will assist SCO Manager on security matters and will be responsible for coordinating, and security management.
2. Key Responsibilities
Accountability and Complexity
Government Liaison
- To liaise with Govt. and non-government organizations i-e Ministry of Economic Affairs Division, Ministry of Interior, SAFRON, CCAR, Immigration Office, Federal Board of Revenue, etc.
- Responsible to meet civil government authorities for smooth operation in Pakistan.
- Assist foreigners during the visit and get relevant approvals from federal government/other relevant stakeholders.
- Preparing visa cases, searching specific information, Liaison with the high management regarding all the civil external affairs.
- Assist in processing of abroad Visas for national and international staff including arrangement of visas and travel permits (NOCs) etc.
- Link regularly with relevant focal points in federal Government and provincial home departments and with the district authorities to maintain constructive working relations.
- Having Good Public Relations Within the local/federal civil government authorities.
- Keep supervisor informed about the potential visitors, assist in arranging reception and tracking result.
- Filling/typing/maintenance of proper records with proper retrieval system.
Safety, Security & Access
- Assess program activities and their impact on staff security and make recommendations to reduce staff vulnerability. Monitor the security environment and make recommendations to adjust the security policies and procedures accordingly.
- Produce monthly security reports to review any incidents in field offices, summarize relevant external sitreps, and analyze/verify security/social/political/economic information from the wide range of information sources available that may affect the operation of organizational programs in Pakistan.
- Ensure that the Pakistan Security Management Plan, Security Risk Assessment, Security budgets, Security compliance and relevant Annexes are reviewed and updated on a regular basis and consistent with Organizational standards; ensure that all staff are familiar with its content and agree to abide by its policies and procedures.
- Ensure that all Standard Operating Procedures (SOPs) relating to safety and security are reviewed and updated on a regular basis. Develop contingency plans, ensuring that staff understand their roles in an emergency and that organization has the resources to carry out the contingency plans.
- Strengthen and apply office and residential facilities’ security standards and selection procedures; strengthen and apply facility access procedures. Ensure that appropriate fire safety equipment is in place in offices and vehicles. Ensure that staff are aware of what to do in the event of a fire.
- To ensure that all vehicles have the necessary safety and security equipment. Update the security induction materials on a regular basis and provide inductions to all new staff and ensure that all new employees receive appropriate security orientation.
- Identify trainings that are appropriate to the needs of staff. These trainings include, but are not limited to, personal safety, first aid, mine risk education, driving, trip management, and security management.
- Develop contacts and information gathering systems amongst UN, NGOs, and INGOs, government agencies and embassies and share security information with them on a regular basis.
- Carry out bi-annual threat assessments at the field sites. Visit field sites on a regular basis and help e.g Security Risk Assessment review; provide detailed field reports at the end of each trip.
- Provide recommendations to Organization staff as to ways in which they can effectively reach out to, gain acceptance from and improve their image in host communities.
- Make available to participate in project proposal stage to assure that safety and security budget allocation is put in the proposed budget for each field office.

3. Person Specification
Skills, knowledge and expertise required for the role.
Essential criteria
- Graduation/master’s degree from recognized university/institution candidates should have 05 years proven experience.
- Comprehensive knowledge of regional and domestic security issues
- Demonstrated understanding of complex emergencies, related security concerns and appropriate responses to such emergencies
Desirable criteria
- Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
- Must be able to function effectively in a complex work environment, set appropriate priorities, and deal effectively with numerous simultaneous requirements.
- Fluency in English, both written and spoken
