Overview:
WaterAid is an international not-for-profit, determined to make clean water, decent toilets, and good hygiene normal for everyone, everywhere within a generation. We have been working with government and non-governmental partners in Pakistan since 1992 to ensure that these essential services are available to poor and marginalized communities, especially women, persons with disabilities etc. Water Aid has developed a new country programme strategy for 2023-28 with climate change and health in a nexus approach with WASH. Our new strategy focuses on making water, sanitation and hygiene services more resilient to climate change and prioritizing WASH across the health sector to improve public health. Hygiene behavior change, menstrual hygiene management, rural and urban sanitation, safe water systems, WASH in institutions (healthcare facilities, schools, public places) and nature-based solutions for water conservation, groundwater recharge and waste-water treatment are some of the interventions used for achieving our strategic objectives.
WaterAid works with sector partners to support and influence behavioral, institutional and policy mechanisms for accelerating progress toward achieving safe and sustainable WASH access for the poor and marginalized communities.
This call for expressions of interest (EOI) aims to identify qualified CSOs, NGOs, and CBOs eligible for potential partnerships to support the achievement of WAP’s Strategic Aim-2, which focuses on health and WASH programs across South Punjab. Organizations that meet the eligibility criteria outlined in the following section are encouraged to submit their EOI by email. WaterAid will conduct due diligence on the shortlisted organizations to ensure they meet the required standards before establishing any strategic partnerships.
The partner selection process is competitive and will follow the criteria outlined in the call for Expression of Interest (EOI). An evaluation committee will assess applications to identify CSOs, NGOs, and CBOs that possess the mandate, capacity, and comparative advantages necessary to support WaterAid's overall mission and its goals in WASH and Health.
Eligibility/Assessment criteria for the potential partners:
- The organization is lawfully registered in Pakistan under any relevant law of the land.
- The organization has a valid registration with Economic Affair Division (EAD).
- Demonstrated ability of acquiring NOCs from the district and provincial authorities for implementing donor funded projects.
- Demonstrated capacity in grant implementation, training, community mobilization, campaigning, awareness raising and advocacy especially in public health projects in South Punjab.
- Alignment and experience of working with WaterAid’s thematic area of WASH & Health with below aim and key outcomes.
Aim: WASH is prioritized by the health sector and communities to improve public health
Key Outcomes:
a) Improved and sustained hygiene practices and enhanced WASH investments by communities through creative campaigns delivered at district and provincial levels.
b) Women and girls experience a more conducive environment with services and infrastructure support to manage their menstrual hygiene safely, with privacy and dignity, contributing to their socio-economic well-being.
c) Standardized District WASH in HCFs and IPC service models are developed for replication, that are climate resilient, inclusive, and sustainable, having effective management and accountability mechanisms.

EOI application requirements and timelines:
The expression of interest shall include the following documentation/attachments:
- Complete EOI template (Annexed)
- Copy of organization’s legal registration
- Copy of valid registration with EAD.
- Audit Reports for the past two years.
- Copy of NTN certificate/ tax exemption certificates
- Copies of any NOCs obtained by applicant for the districts they currently work in with other programmes/ donors.
Only complete and aptly filled EOIs will be considered for further assessment.
