The Foundation is seeking the services of a Senior Program Officer- Monitoring, evaluation, research, and learning. The position is located at the Foundation Country office in Islamabad.

Minimum Qualification Required:

Master’s degree in project management or relevant fields.

Minimum Experience Required:

A minimum of 7-8 years of experience in INGO/NGO or donor-funded programs is required. Candidates with experience working in Rule of Law programming/ monitoring evaluation, research, and learning will be given priority consideration.

Minimum Computer Skills Required:

Essential to advanced proficiency in digital tools and platforms relevant to the role, including but not limited to productivity software (e.g., Microsoft 365 or Google Workspace), email and communication platforms, and the ability to adapt to new technologies and systems as needed.

Any Preferences:

Thematically, a strong understanding of Pakistan's legal system, including its structure, institutions, policies, and frameworks, is required. The project focuses on enhancing women's roles in the judiciary. Experience in promoting gender equality or supporting gender-focused legal initiatives is preferred.

Responsible for the monitoring, evaluation, research and learning of project interventions, timely feedback to PIL, tracking progress and fieldwork visits etc.

Experience in survey, research, and report writing is required.

         

Position: Senior Program Officer- Monitoring, Evaluation, Research and Learning

JOB FUNCTIONS:

A hardworking and dedicated Senior Program Officer- Monitoring, Evaluation, Research, and Learning is needed to work on a project focusing on improving women's roles in Pakistan's judiciary.

A commitment to gender equality, social inclusion, and respect for cultural diversity is integral to this role.

Primary duties and responsibilities:

  1. Support the implementation of program activities to promote women’s participation and leadership in the judicial system.
  2. Develop tools for monitoring and evaluation, result-based work plans, and intervention trackers to ensure timely program delivery.
  3. Responsible for tracking ongoing activities of partners/grantees, consultants, and other external service providers to ensure quality and set deliverables.
  4. Conduct regular field visits to monitor progress against timelines and provide regular updates to the team.
  5. Facilitate conducting surveys, studies, and research under the project.
  6. Coordinating project interventions, including capacity-building initiatives, outreach efforts, and advocacy activities.
  7. Develop project data, reports, case studies, and relevant program documents for internal and donor reporting.

General Responsibilities:

  1. Coordinate with team and project partners to ensure effective monitoring and evaluation of project activities and support the Program Manager and Program Implementation Lead in meetings and stakeholder communication.
  2. Help build relationships with stakeholders, including judiciary and government institutions, legal professionals, bar councils, and donors, and represent the program in relevant forums.
  3. Good understanding of compliance documents and processes of international organizations and donor requirements.
  4. Work closely with the finance section on financial payments related to assigned tasks and draft Letters of Grant and Amendments, Letters of Contract, and correspondence related to the assigned projects or tasks.
  5. Demonstrates strong proficiency in well-established and effective digital skills.
