The U.S. Mission in Pakistan is seeking eligible and qualified applicants for the Human Resources Assistant (Recruitment) in Human Resources Office, Islamabad.
Basic Function of the Position
The incumbent of this position is responsible for specific personnel functions performed at post. Major responsibility is to perform LE staff recruitment. This includes developing strategic recruitment best practices and following polices and guidelines to prepare vacancy announcements, qualifying applicants (forwarding only those qualified to supervisors), facilitating testing and interviewing, consulting with the selecting official on candidates, and managing onboarding processes as appropriate. Provides policy guidance to the selecting official on the type of employment mechanism, requesting position authority from the appropriate headquarters when necessary. The incumbent may also be responsible in preparation of all types of personnel actions, placement and promotion of local employees, resignations and disciplinary actions. Preparing staffing patterns and managing or assisting with Official Residence Expenses (ORE) staff employment, Awards program, LE Staff salary and benefits, i.e. medical insurance, pension plan, local social security participation. Maintains personnel records and files and prepares periodic and non-recurring reports.
Qualification Requirements:
EXPERIENCE: Minimum three (3) years of experience in human resources or administrative field is required.
EDUCATION: Completion of college or university studies (14 years of education) is required.
Job Knowledge: The incumbent should have knowledge of general office management practices and procedures. Should have knowledge of job evaluation, concepts and principles. The incumbent should have knowledge of Human Resources practices, performance management. Should have good working knowledge of local labor and social security laws as well as recruitment prevailing practices and customs. The incumbent should be able to acquire detailed knowledge of United States Government (USG) policies, regulations, and procedures. Should be able to gain knowledge of State Department and associated agency personnel manuals and regulations. The incumbent should be able to gain knowledge of classification principles, post's recruitment, Employee Performance Report (EPR), and Awards policies.
Language: Good working knowledge of Reading/Writing/Speaking in English and Urdu are required. English language skills may be tested.
Skills And Abilities: The incumbent should have good working knowledge of Microsoft Office (Word, Excel, Power point, Outlook, and Internet). Should have understanding of mathematical formulae for preparing statistical reports on various elements of data analysis. Should have strong writing skills to produce and update complex reports, spreadsheets, and correspondence. Should have an excellent customer service and communication skills to manage in-person and telephone contacts. Should be organized, diligent and able to work under pressure. The incumbent should have good interpersonal relationships. Skills and abilities may be tested.
