About the Role

Location

Provincial Office (Lahore), with travel to Project location in District Lodhran, and Country Office, Islamabad.

Provincial Manager (Punjab & KP)  

Key Working Relationships

Internal: Provincial office team, technical specialists, Programme Quality, Communication, Finance. 

External: Relevant government departments including Primary & Secondary Healthcare Department Punjab, HUD&PHED, EPCCD, Sector Partners (UN, INGOs, local NGOs, think tanks, private sector etc),

Responsibilities

  • Project Leadership: Lead the planning, development, and execution of the SWISH project, ensuring alignment with WaterAid’s goals and donor requirements.
  • Health System Strengthening: Oversee the integration of RMNCH and WASH services at primary healthcare facilities, ensuring access to safe water, hand hygiene stations, clean clinical spaces, and waste management systems.
  • Stakeholder Coordination: Collaborate with local health authorities, government agencies, and partners to co-design and implement effective health and WASH approaches.
  • Monitoring & Evaluation: Lead the monitoring and evaluation of project activities, ensuring timely reporting and effective tracking of key performance indicators (KPIs).
  • Budget and Financial Management: Develop and manage project budgets, ensuring cost-effective resource utilization and compliance with financial guidelines.
  • Team Management: Supervise and provide technical support to the project team, ensuring efficient and effective implementation of activities.
  • Capacity Building: Support training and capacity-building efforts for project staff, local partners, and stakeholders.
  • Risk Management: Identify potential risks to the project and develop mitigation strategies to ensure smooth project delivery.
  • Reporting: Provide regular updates and reports on project progress, challenges, and successes to senior management and donors.
 
Person Specification
 

Education

At least a master's degree in Public Health from a recognized university.

Degree in Medical Sciences (MBBS, MD) will be an advantage.

Experience

  • At least 5 years of experience in project management within the health or WASH sectors, with a focus on RMNCH services.
  • Proven experience in systems strengthening, policy and advocacy and leading campaigns’ design and delivery.
  • Proven experience in building the networks and coalitions required to drive an effective change agenda - especially with major international agencies (multilateral development banks, United Nations agencies, OECD, UN etc.), governments and NGOs.
  • Proven experience in coordination and networking with Federal and Provincial Ministries/Departments.
  • Proven experience in developing diverse donors’ successful funding proposals.

Knowledge

  • Strong understanding of Punjab Health systems, health financing and health policy issues.
  • Strong knowledge and understanding of intersectionality of Climate Change, Health and WASH.
  • Thorough understanding of and linkages with stakeholders/institutions involved in Public/Preventive Health research, programmes, campaigns etc (preferably with a potential interface with WASH).
  • Excellent knowledge of potential funding agencies/ institutions related to Public/Preventive Health and understanding of processes and priorities of these entities.
  • Understanding of issues of gender and inclusion in the Pakistani context, particularly as it relates to gender-specific WASH and health challenges including menstrual health and hygiene, and proven experience of using inclusion/transformation frameworks or approaches.

Competencies

  • Strong leadership and project management capabilities.
  • Experience in managing multi-sectoral development projects.
  • Knowledge of gender-responsive health and WASH practices.
  • Proficiency in monitoring and evaluation methodologies.
  • Excellent communication, reporting, and interpersonal skills.
