Terms of Reference


1.     Introduction

Pakistan Poverty Alleviation Fund (PPAF) is the premier apex institution dedicated to lifting the poor out of poverty through community-driven development across Pakistan. Established in February 1997 as a not-for-profit company under Section 42 of the Companies Ordinance 1984 (now Companies Act 2017), PPAF’s mission is to transform the lives of the impoverished, fostering a more equitable and prosperous Pakistan. PPAF receives funding from the Government of Pakistan, prominent international donors, and also utilises its own resources to design and implement projects and initiatives that focus on climate-resilient infrastructure, green growth and energy, health, education, livelihoods, financial inclusion, and disaster resilience at the grassroots level. These interventions are implemented through PPAF's network of partner civil society organisations. 2.     About LACIP

LACIP is an integrated poverty reduction programme funded by the Federal Republic of Germany through KfW that aims to contribute towards the improvement of living conditions of vulnerable communities by building disaster-resilient infrastructure and enhancing livelihoods through capacity-building initiatives. It is being implemented in 3 districts of Khyber Pakhtunkhwa namely Dera Ismail Khan, Tank & Lakki Marwat with PPAF as the lead implementing agency. 3.     Rationale and Objective of the Consultancy

LACIP is currently in its second phase. The first phase of the programme was implemented from January 2012 to December 2022. It delivered Community Physical Infrastructure schemes, improved Health and Education services, enhanced livelihoods, and executed Disaster Preparedness and Mitigation interventions and improved living conditions, reduced disaster vulnerability, increased income opportunities, and fostered good governance by linking communities with local governments across 11 districts in Khyber Pakhtunkhwa.

In view of the devastation caused by fl­oods in 2022 the second phase of the programme was launched in D.I Khan, Tank and Lakki Marwat in 2023. The project focuses on:

-Reconstruction of approximately 100 Climate-Resilient Infrastructure Projects to rehabilitate and upgrade the selected project areas.

-Training 5,000 individuals in Institutional Development, revitalising community organisations, and creating gender-inclusive Village Development Plans for climate resilience.

-Provide vocational and technical skills training to 2,000 individuals, focusing on climate adaptation and group-based livelihood opportunities.

PPAF is now seeking expertise of a consultant firm to capture the impact of LACIP – II interventions through a series of videos, that will build a positive image of the programme and amplify PPAF’s visibility.

 

The specific objectives of the consultancy include:

  • Highlight LACIP II’s integrated approach to development through Institutional Development, Community Physical Infrastructure, and Livelihood Enhancement initiatives.
  • Showcase the project’s impact on improving living conditions, fostering climate resilience, and empowering communities in flood-affected areas.
  • Capture stories of gender-inclusive planning, vocational training, and revitalised community organisations to demonstrate empowerment.
  • Promote LACIP II as a replicable model for sustainable development through collaboration and partnerships

 4.     Scope of Work and Deliverables

The firm will be required to produce series of videos in English language (voice-over) with subtitles as per the details outlined in table below

The scope of work includes filming in 6 villages of districts of Dera Ismail Khan, Tank & Lakki Marwat namely Wanda Ahmad Khel (Lakki Marwat), Muhkam Khel (Lakki Marwat), Muhkam Khel (Lakki Marwat), Gara Baloch (Tank), Lunda Panra (D. I. Khan) and Mahra (D. I. Khan) to cover infrastructure projects completed under LACIP (e.g. roads, stormwater drains, street pavements, flood protection walls) and community benefiting from it while maintaining a strong connection to human element, cultural values and aesthetic appeal. The videos will include testimonials and interviews of:

  • Beneficiaries
  • PPAF, KfW and Partner Organizations’ officials
  • Government representative
  • Other Stakeholders (where needed)

 5.     Methodology

The consultant is expected to perform the below-mentioned tasks:

5.1   Research: The firm shall go through the material and documents provided by PPAF for better understanding of the subject.

5.2   Concept Development: Develop concepts and storyboards for the documentaries and propose creative title.

5.3   Work Plan: Submit a work plan outlining pre and post-production activities and the filming plan.

5.4   Filming: Travelling to 3 districts to record activities representing impact on lives and communities, testimonials to gather views and insights from human angle, and best shots representing landmarks, landscape, people and culture. Reenactment might be required and will have to be managed by the Consultant. Obtaining security clearance for filming and using equipment if required will be the Consultant’s responsibility (Partner Organisations may facilitate in this regard). Submission of signed consent forms of all the local people filmed is mandatory. PPAF and its partner organisations will provide necessary support at all stages wherever possible.

 

5.5   Post-production: Submit the first draft for PPAF’s feedback with color grading, translation (where required), and music. The final videos will be provided to PPAF in full HD format compatible with all devices and digital platforms

 6.     Deliverables

  • Detailed work plan, concepts, storyboards, and scripts acceptable to the PPAF.
  • On-site filming to cover identified interventions
  • Final videos in HD format, incorporating suggestions and recommendations from PPAF.
  • Raw footage and source files of the recorded documentaries.

 7.     Target Audience

The target audience for the documentaries include

8.     Duration of consultancy

Time period of this consultancy assignment is 60 working days starting from the date of contract signing.

9.     Qualification and Experience Requirements

  • Five (5) years of experience in producing video documentaries/photo stories on social- based issues for development sector and community development preferably in under- developed areas for international organisations to reach both local and international audiences. Experience of working in disaster prone areas will be preferred.
  • Experience in developing quality infographics and in translating technical information into mass communication products.
  • Excellent ability to work in English, Urdu, and regional language (Pashto), and knowledge of the province. Experience of working in Khyber Pakhtunkhwa will be preferred.
  • Having an experienced and qualified team preferably including a female camera person as well (submission of CVs of all team members involved in the assignment is mandatory).
  • State-of-the-art equipment that meets international broadcast quality standards (submission of equipment details is mandatory).

 

10.    Coordination and Supervision 

The firm will report to the Manager Media and Communications at PPAF for progress updates as per the agreed work plan.

11.  Intellectual Property (Ownership & Copyrights)

The edited documentary film, source files as well as all footage filmed for this assignment will be the sole property of the PPAF and shall be provided to PPAF in digital format (Full HD). All raw footage is to be shared with PPAF in a portable storage device or through a shareable link. The selected production company’s name and logo shall only be acknowledged in the closing credits. The production company will not be permitted to use the footage without prior approval of PPAF.

The consultant is expected to ensure that there will be no plagiarism of audio or visual content in video production and no breach of copyrights in any of the products delivered to PPAF. Copyright infringement at any stage will not be acceptable and may result in serious action.

 

14.  Selection Method

The firm will be selected in accordance with PPAF procurement guidelines.

15.  Notes

  • No equipment will be purchased or provided by the PPAF. Any equipment needed to complete this assignment will be provided by the service provider.
  • Obtaining security clearance for filming and using specific filming equipment will be the responsibility of the Consultant. PPAF will not be responsible for getting security clearance of individuals, process and/ or equipment.
  • The Partner Organisations that will facilitate on-ground include SRSP and SABAWON
