Pak Women, a non-profit national organization, is dedicated to enhancing income-generating opportunities for youth with disabilities from slum areas of Rawalpindi and Islamabad in the CBM funded project. To further this mission, the organization seeks services of a reputable university, college, or skill training institute to provide digital skill training to 30 male and female youth with disabilities. The goal is to build their capacity and improve their livelihood prospects through enhanced digital competencies and online micro enterprises.

Interested universities, colleges an training institutes can send their technical and financial proposals to Pak Women Operation Department, House 16, Street 9, G-13/3, Islamabad before or by January 16, 2025 by 5:00 pm through courier services in sealed envelopes marked “Technical and financial proposals for E-Commerce and digital / social media marketing Training.  Email and other means are not allowed.

Terms of Reference (TORs) for Vocational Training Institute (VTI) for Digital Skill Training for Young Adults with Disabilities

Pak Women, a non-profit national organization, is dedicated to enhancing income-generating opportunities for youth with disabilities from slum areas of Rawalpindi and Islamabad in the CBM funded project. To further this mission, the organization seeks services of a reputable university, college, or skill training institute to provide digital skill training to 30 male and female youth with disabilities. The goal is to build their capacity and improve their livelihood prospects through enhanced digital competencies and online micro enterprises.

Objective:       Enhance the capacity of 30 male and female youth with disabilities in digital skills, focusing on E-commerce and digital marketing, through a comprehensive three-month training program to increase their income and live independently.

Scope of Work:

  • Develop a comprehensive digital skills curriculum tailored for youth with disabilities, covering social media marketing, E-commerce, and digital marketing.
  • Facilitate the establishment of online shops or businesses for all 30 trainees within 30 days of admission, enabling them to begin earning by the second month of the training.”
  • Incorporate soft skills training to enhance employability, including communication, business management, problem-solving, and teamwork.
  • Provide career counseling and guidance on potential digital career paths.
  • Organize networking events and job fairs to connect trainees with businesses, digital companies, chamber of commerce and industries, service providers, financial institutions.
  • Ensure all training activities align with national and international standards for digital skills training and disability inclusion.
  • Adhere to ethical practices that respect and uphold the rights of persons with disabilities.
  •  Assess and report on the training's impact on the employability and economic empowerment of youth with disabilities. After the three-month course, the institute should ensure the trainees' deployment for internships to provide hands-on practice.

Accessibility measures:

  • Integrate accessibility features into the curriculum, such as screen readers, voice recognition software, and other assistive technologies, as needed.
  • Provide a sign language expert during classes, if required.
  • Ensure training facilities are fully accessible for persons with disabilities, including ramps, elevators, classrooms, washrooms, computer labs, restrooms, and appropriately arranged seating.
  • Offer reasonable accommodations, such as assistive devices, to support various disabilities and ensure equal opportunities.
  • Ensure instructors are trained in inclusive teaching methodologies and the effective use of assistive technologies to support persons with disabilities in digital skills training.
  •  Offer support and mentorship to address the specific challenges faced by youth with disabilities in acquiring digital skills.

Deliverables:

  • Customized Training Modules: Development and delivery of accessible training materials tailored to the specific needs of participants, including content in various formats such as text, audio, and video.
  • Equivalent Certification:  Issue certificates to participants upon successful completion of the training, acknowledging the skills they have acquired.
  • Accessible Learning Environment: Creation of an inclusive training environment, with necessary reasonable accommodations such as assistive technologies, sign language interpreters, and other accessible facilities.
  • Linkages Development Support: provide opportunities to youth to link and connect with businesses, digital companies, chamber of commerce and industries, service providers, financial institutions.
  • Internship Opportunities: Facilitation of internships with companies or organizations to provide practical experience.
  • Attendee sheet of the students.
  • Monthly report: Regular assessment reports documenting progress, challenges, and outcomes, providing insights for program improvement.
  • End of course assessment report.

Duration

The proposed duration of the digital skill training is 36 to 45 course days.

Target Group

  • The target group comprises 30 young males and females with disabilities.
  • Geographical scope – Rawalpindi and Islamabad
  • Training duration – 03 months (36 to 45 course days with 3 to 4 hours per day).

   Eligibility Criteria for training service provider:

  • Preference will be given to training service providers who meet the highest accessibility standards.
  • The training service provider must be a registered public or private institute located in Rawalpindi and Islamabad only.
  • Certificate awarding institute.
  • The training service provider must have their own training institutes tools, laboratories and essential material required for training as per proposed trades.
  • Training service provider will be given preference, those provides conducive and friendly environment to persons with disabilities (PWDs).
  •  The training service provider must provide their registration status for the applied trades as per the advertisement.
  • Training service provider would provide fully established, equipped, accessible and furnished training facility for participants.
  • Training service provider would create an inclusive environment
  • Training service provider has experienced faculty in particular proposed trades. Experienced faculty and active digital business and marketing experts.

Safeguarding and Child Protection

Pak Women is committed to maintaining a zero-tolerance policy for any form of exploitation, abuse, harassment, or discrimination. The training institute must comply with Pak Women s safeguarding and child protection policies The training service provider must provide their registration status for the applied trades as per the advertisement

6.     Financial Bid

 A financial proposal detailing the costs for completing the required tasks, trades, or courses, including the following Training fee (all-inclusive, Course fees, staff, management, operational expenses, etc. inclusive of all government taxes. Practical Work/ Course Material, examination, registration etc.)

 Submission of Technical and Financial Proposal:

Interested training service providers should submit their technical and financial proposals in sealed envelopes marked “Technical and financial proposals for E-Commerce and digital / social media marketing Training” through only courier services before or by January 16, 2025 by 5:00 PM.

  1. Cover letter detailing the training institute suitability for the assignment and contact information.
  2. Copy of registration certificate.
  3. Copy of NTN certificate.
  4. Profiles of staff to be engaged.
  5. Website address and social media links.
  6.  Provide a sample of the training methodology and an outline of the content to be covered financial proposal, including:
    • Course accumulative fee.
    • Filled Performa for the minimum standard of accessibility.
