Terms of Reference (ToR) for Civil Engineer

Position Title: Civil Engineer
Duty Station: Hyderabad
Contract Type: Full Time
Duration: 01 Year

1. Background:

Sindh Community Foundation (SCF), established in 2001 and registered under the Societies Act in 2007, is a non-governmental organization based in Hyderabad, Sindh. It focuses on empowering marginalized communities—especially women, youth, and minorities—through initiatives in education, health, climate change, youth development, and social justice. SCF holds special consultative status with the UN ECOSOC and is PCP certified. With regional offices across Sindh, SCF has earned national and international recognition for advancing community resilience and rights-based development.

2. Objective:

To ensure that all civil works are designed, planned, executed, and completed in compliance with engineering standards, timelines, and budget.

3. Scope of Work:

The Civil Engineer will be responsible for:

  • Preparing detailed engineering designs and drawings.
  • Conducting site surveys, feasibility assessments, and soil testing (if applicable).
  • Preparing Bills of Quantities (BoQs) and technical specifications.
  • Supervising construction activities to ensure quality and adherence to design.
  • Reviewing contractor work and verifying quantities for payments.
  • Coordinating with architects, mechanical/electrical engineers, and other stakeholders.
  • Ensuring compliance with local building codes and environmental regulations.
  • Preparing progress reports, risk assessments, and recommendations.
  • Supporting procurement processes with technical inputs.
  • Attending project meetings and providing technical updates.

4. Deliverables:

  • Engineering drawings and specifications.
  • Approved BoQs and construction schedules.
  • Quality assurance reports and inspection checklists.
  • Weekly/monthly progress reports.
  • Final completion report.

5. Qualifications and Experience:

  • Bachelor’s Degree in Civil Engineering (Master’s preferred).
  • Minimum [3–5] years of relevant professional experience.
  • Experience in managing infrastructure projects within non-profit organizations.
  • Proficiency in AutoCAD, or similar design tools.
  • Strong knowledge of structural analysis and construction materials.
  • Familiarity with national/international engineering standards.
  • Strong communication, leadership, and report-writing skills.

6. Reporting & Coordination:

The Civil Engineer will report directly to the Executive Director and will coordinate closely with procurement, logistics, finance, and field implementation teams.

7. Working Conditions:

  • Field visits will be required.
  • Must be available for extended work hours during peak construction phases.
  • Should ensure adherence to safety protocols on-site.
