Institutional Digital mechanism on Life Skills Based Education (LSBE)

1. Background

Aiming Change for Tomorrow (ACT) International, in collaboration with the United Nations Population Fund (UNFPA) and Ministry of Federal Education and Professional Training (MoFE&PT), aims to digitalize Life Skills Based Education (LSBE) materials and resources. In this regard, ACT International is seeking proposals from qualified communication firms to develop digital content on Life Skills-Based Education (LSBE). The project involves the creation of short video messages, digitalization of supplementary materials, and development of an LMS-compatible digital book for Grade 4. The selected firm will ensure high-quality production and engaging storytelling.

2. Objectives of the Consultancy

The key objectives of this assignment are:

  • To develop 10 short video messages on LSBE topics for children.
  • To digitally transform the LSBE supplementary material "We are Safe" into animated videos featuring characters Seema and Salman, along with an assessment tool compatible with Khan Academy or similar platforms.
  • To develop a digital (LMS) version of the Grade 4 LSBE book and secure endorsement from the Ministry of Federal Education (MoFE).

3. Scope of Work

The firm will perform the following tasks:

A. Development of 10 Short Video Messages on LSBE

The firm will develop 10 short video messages to support the promotion of Life Skills-Based Education (LSBE). The content needs assessment will be conducted in consultation with ACT, MoFE&PT, and education specialists to identify key LSBE topics for children. Based on the findings, engaging and child-friendly scripts will be created.

Each video will be 2–3 minutes long and produced in high-quality 2D/3D animation, where appropriate, live-action segments with children will be included. The videos will be culturally relevant, gender-sensitive, and disability-inclusive, featuring sign language interpretation and subtitles.

The Content will be made available in Urdu and English through voice-overs and subtitles. The Final videos will be delivered in HD (1080p) MP4 format, optimized for both web and mobile platforms to ensure broad accessibility.

B. Digitalization of "We are Safe" Supplementary Material

The existing "We are Safe" supplementary material will be transformed into engaging digital content to enhance its reach and effectiveness. This includes the development of animated episodes/chapters of the book, featuring the characters Seema and Salman. These episodes will address key safety themes such as bullying, online safety, and emergency preparation, making the content relatable and informative for children.

To reinforce learning, interactive assessment tools will be integrated, including quizzes, drag-and-drop activities, and scenario-based questions. These tools will be designed for compatibility with platforms like Khan Academy or similar learning management systems (LMS), ensuring seamless integration into educational settings.

The accessibility will be prioritized by including subtitles in English and Urdu, along with voice-overs in both languages to cater to diverse audiences. Additionally, all content will be designed to be responsive and functional in low-bandwidth areas, ensuring broader accessibility across different regions.

C. Development of Grade 4 Digital LSBE Book (LMS Version)

The LSBE book for grade IV will be transformed into an interactive digital e-book, available in EPUB and SCORM formats to ensure compatibility with learning management systems (LMS). This version will feature embedded videos from Deliverable A, clickable exercises, and self-assessment quizzes to enhance student engagement and learning outcomes. The guide manual will be included as downloadable PDF annexes to support effective use of the material.

To ensure quality and alignment with national standards, the content will be reviewed through stakeholder workshops involving educators, policymakers, and subject specialists. Feedback from these sessions will guide iterative revisions, with the aim of securing formal endorsement from the Ministry of Federal Education and Professional Training (MoFE & PT) for broader adoption across educational institutions.

D. Quality Assurance & Compliance

All content developed will strictly adhere to the educational guidelines set by the Ministry of Federal Education and Professional Training (MoFE&PT) and comply with ACT’s child-safeguarding policies to ensure safety, appropriateness, and educational value for children.

To maintain high standards, pilot testing will be conducted with teachers and children to gather feedback on usability, clarity, and engagement. Additionally, all elements used in the content, such as music, visuals, and scripts, will be verified to ensure they are copyright-free, guaranteeing legal compliance and ethical content creation.

4. Deliverables/outputs

The selected communication firm will be responsible for delivering the following deliverables/outputs within the agreed timeline:

  1. Submission of an inception report including the methodology for content development, storyboards and scripts for all 10 videos, and a detailed work plan with timelines.
  2. Delivery of 10 finalized short videos in HD (1080p) MP4 format, each 1–3 minutes long, with English and Urdu voice-overs and subtitles, sign language interpretation, and a disability-inclusive design.
  3. Delivery of animated episodes of supplementary material “We are safe” (3–5 minutes each) featuring characters Seema and Salman, covering safety themes like bullying, online safety, and emergencies, with English and Urdu subtitles and voice-overs, alongside interactive assessment tools (quizzes, drag-and-drop activities, scenario-based questions) compatible with Khan Academy or similar LMS.
  4. Delivery of an interactive Grade 4 digital LSBE e-book in EPUB and SCORM formats, featuring embedded videos, clickable exercises, self-assessment quizzes, and user guides (PDF), along with iterative revisions based on feedback during stakeholder’s review workshops.

5. Duration of Assignment: The period of the assignment is from June 2025 to September 2025.

Budget of the assignment: 6 to 8 million Pakistani rupees. More than 8 million of PKR of the proposal will not entertained.

6. Qualifications & Experience

The communication firm must meet the following qualifications and demonstrate relevant experience:

  1. Minimum of 10 years of experience in producing high-quality 2D/3D animations, live-action videos, and interactive e-learning materials, preferably for educational or child-focused projects.
  2. Portfolio showcasing culturally sensitive, gender-inclusive, and disability-accessible content (e.g., sign language interpretation, subtitles).
  3. Familiarity with Life Skills-Based Education (LSBE) themes, child safeguarding policies, and national educational standards.
  4. Expertise in multilingual voice-overs (Urdu/English) and accessibility features (subtitles, sign language).
  5. Registered firm with all compliances with regulators, SECP, PMERA etc

 7. Reporting & Supervision

The consultant will report directly to the National Project Manager at ACT International and will work in close coordination with focal person from Ministry of Federal Education & Professional Training (MoFE&PT). Regular progress review meetings, including consultation sessions, validation workshops, and feedback rounds, will be conducted to ensure alignment with project goals and deliverables. The firm will provide timely updates and submit all outputs for review and approval as per the agreed timeline. Oversight will focus on quality assurance, and adherence to national and international standards.

8. Payment Schedule

The firm will be paid in four installments, aligned with the timely completion of key deliverables as follows:
