Background
The Legal Aid Society (LAS) is a not-for-profit organization working on its mission to connect vulnerable & disempowered end users of justice with effective and expedient services for justice delivery. LAS’s interventions have been aimed at increasing access to justice for poor & marginalized communities, particularly women, across the province of Sindh and at the Federal level.
In line with the mission of expediting justice delivery, LAS is implementing a project to strengthen the State’s response to sexual violence and child marriage as a technical partner, in collaboration with the United Nations Population Fund (UNFPA) and the Ministry of Law and Justice, Government of Pakistan, under the Awaaz II Program.
LAS initiated the project to provide technical assistance to the Government of Sindh in improving Criminal Justice Actors’ response to sexual violence and child marriage to enhance coordination between stakeholders.
This consultancy aims to develop a revised curriculum aligning with Sindh’s legal framework on marriage registration, child marriage, and women's rights. It will incorporate Sindh-specific laws, governance structures, and gender-sensitive language while integrating case studies and practical exercises. The final output will outline key modifications, supporting materials, and implementation strategies, informed by stakeholder input, including Nikah registrar interviews.

D. Required expertise and qualifications

Advanced degree in law, social sciences, gender studies, or a related field.

Proven experience in curriculum development, legal analysis, and training design, particularly on marriage registration, child marriage, and women’s rights.

Strong understanding of Sindh’s legal framework, governance structures, and gender-sensitive approaches.

Experience in developing case studies, practical exercises, and training materials for legal and social sector professionals.

Familiarity with key informant interview methodologies and stakeholder engagement, particularly with Nikah registrars, law enforcement, and civil society.

Excellent analytical, report-writing, and presentation skills.

Prior experience working in Sindh or similar regional contexts is desirable.
