Job Summary

Under the overall supervision of the GBV Project Manager, the GBV focal person will oversee GBV activities in the specified areas of 10 Rvs of 5 districts of Balochistan. S/he will be responsible to implement all GBV prevention, response and risk mitigation activities. The GBV focal person will work closely with key stake holders, referral partners, service providers and community structures to facilitate the effective delivery of individual case management services, gender mainstreaming, and risk mitigation in alignment with UNHCR’'s protection and GBV policies and the objectives of the project through tailored support plans.

Additionally, s/he will offer technical guidance, training, and mentoring support, aiding GBV associates in disclosure, reporting, and referring GBV cases for necessary assistance/services, emergency response, interventions, and potential durable solutions.

The following outlines the key roles and responsibilities.

Key Responsibilities

Project implementation:

  • Ensure the project implementation and oversee the GBV activities
  • Monitor and evaluate the impact of activities on women and girls.
  • Collect and analyze data to assess project effectiveness
  • Stay informed about national and international standards for GBV cases, integrating them into overall planning and designing of project activities.

 

Coordination and Referrals:

  • Mapping and updating the existing referral pathways to specialized GBV services
  • Conduct referrals to specialized services, including legal, medical, protection, livelihood and GBV services and follow ups.
  • Coordinate with the UNHCR GBV Unit, relevant stakeholders, GBV working groups, and on-the-ground partners to establish linkages and inter-agency referrals,
  • Ensure effective communication and collaboration within the UNHCR GBV unit regarding GBV activities, ensuring the provision of necessary services to GBV cases.
  • Participate in GBV coordination meetings within the RVs led by UNHCR and GBV working group meetings.
  • Support the GBV Project Officer in the coordination with UNHCR’s partners, including local authorities, and other stakeholders to support beneficiaries’ protection concerns.

 

Technical Supervision and Capacity Building

 

  • Review GBV cases before submitting to GBV unit UNHCR
  • Ensure that referrals are made in a timely and effective manner to the right service provider
  • Ensure GBV associates are aware of and adhere to GBV SOPs and case management guidelines.
  • Provide technical support to GBV staff during case management and referrals.
  • Provide regular support to GBV staff on GBV prevention, response and risk mitigation activities
  • providing direct support/interventions to GBV cases when necessary.
  • Provide support to GBV staff in conducting risk assessments, including safety and accessibility audits, in all locations hosting Afghan nationals to identify potential protection concerns and inform additional support options, as needed. 

 

Emergency Response & Crisis Intervention

  • Provide immediate crisis intervention in urgent GBV cases.
  • Support safety planning for survivors, including emergency relocation options when needed.
  • Coordinate emergency response services during high-risk cases.

Monitoring and Reporting:

  • Prepare regular reports on the progress of GBV activities for UNHCR-GBV Unit.
  • Coordinating, monitoring, and improving the timely and safe implementation of specialized GBV services in line with UNHCR GBV Standard Operating Procedures (SOPs), work plans and project objectives, including through weekly and monthly project tracking and reporting tools.
  • Maintain accurate and secure case records, promoting data protection and confidentiality.
  • Contribute to regular project monitoring, including beneficiary feedback mechanisms and project reporting.
  • Act as focal point for administrative coordination of GBV project activities
  • Facilitate feedback mechanisms to address beneficiaries' concerns and adapt service delivery accordingly.

Experience and Education:

  • Bachelor’s degree in Social Sciences, Development Studies, Public Administration, or a related field.
  • At least 03 years of experience in program support, project coordination, or administrative roles within NGOs, INGOs, or development organizations.
