Role Title: Consortium Finance Specialist

VSO Team Responsible to: Finance Manager

Responsible for: Finance Coordinator

Work Location: Islamabad

Job/Role Purpose: Be responsible and accountable for reviewing, analysing and compiling financial reports from partners, budget management and financial monitoring and donor audits of the project, conducts orientation and

capacity building plans with partners.

Level 1:

This post will have no direct contact/access to children and vulnerable adult, post holder will be expected to have a full commitment to uphold VSO safeguarding policy at all times. As part of our safer recruitment practice, a criminal background check (Basic DBS check for UK or equivalent Police check) will be obtained for post holder prior to start date.

Task Responsibilities

Expenditure review and processing - VSO (Staffs, volunteers, vendors, and consultants)

  • Give/review the budget codes for RFPs in absence of Finance Coordinator.

Reporting – Internal

  • Prepare monthly Budget vs Actual report for the review of FOM,
  • Review and Monitor partners balance reconciliation of partners.

Planning and Budgeting – VSO

  • Schedule and conduct pre-award assessments, due diligence, and compliance visits to partner
  • Prepare Annual budgeting to upload in system.

Financial Monitoring of Partners

  • Plan and conduct financial.
  • Prepare Monitoring report and conduct field visits

Statutory Audit – VSO

  • Coordinate with partners for audit plans.
  • Provide vouchers/documents to auditors.
  • Prepare expenditure reports, statutory audit financial reports and all other related reports.

Donor Audit

  • Lead in facilitating and provide necessary supporting documents to donors & mgt.

Global Audit

  • Provide Supporting documents in terms expenses, payments, contracts, budget etc., related to partners.

Partner/consortium Management

  • In coordination with programme people, prepare/ Revise sub- grant agreement (required for Budget revision, workplan revision, period extension, any addition/deduction in clauses etc.)
  • Review budget and financial reports sent by partners and posting in system.

Collaboration responsibilities

  • Collaborate with project Team members on the implementation of project activities.
  • Collaborate with implementing partner staff members for reconciliation of budget as per planned activities.
  • Collaborate with the operations and program units of partner organizations.

Competence Required

Essential

  • Technical Accounting Expertise
  • Experience of working with different cultures and background and knowledge of the budgeting.
  • Experience in delivery and knowledge of partners program activities.
  • Working knowledge of basic MS Office applications (Word,Outlook, Excel).
  • Good written and verbal communication skills in English
  • Demonstrable commitment to delivering excellent administration& coordination with in and outside organization.
  • Ability to think quickly to respond to immediate and urgent requests.
  • Good coordination skills - methodical and self-organized.
  • Willingness to travel outside of the region for extended periods of time.

Information Technology

  • Preparation and finalization of exchange gain/loss calculations.
  • Plan and deliver Capacity building and refreshers to partners.
  • Prepare fund transfer schedules and monitor and ensure timely fund transfer to partners.
  • Prepare the bank payment voucher and journals
  • Prepare financial reporting and forecast template for partners.
  • Prepare partners risk rating and status to Management team.
  • Meeting with partners to discuss budget variances.

Compliance Focal person for the project

  • Act as a focal person for donor financial compliances.
  • Communicate with partner for any compliance related queries (budget over/under spent, changes in budget line items, Donor and VSO policies, country statutory requirements etc.), sub-grant related queries.
  • Filing of all related documents.

Donor Budgeting, Revision and Reporting

  • Calculate detail partner budget for donor revisions.
  • Prepare budget narratives and justification for donor budget revisions related to partner budget.
  • Preparation and updating the PTC and also Prepare detail budget for donor revisions in close coordination with the team.
  • Finalize donor reports in coordination with global team, PIL and send to donor.

Filing and documentation

Maintain both hard copy and soft copy recording of all financial information related to partners; sub-grant agreements/addendums, guidelines, and any major communication with partners, partner monitoring reports and audit action plans, due diligence reports etc.

 

Desirable:

Project management experience.

Search
