General mission

The Education officer having university degree in education or social sciences and at least five years’ experience on a leading or managerial position in education in emergencies program preferably in refugees’ settings will support HI’s EiE program in the field. The Education Specialist will report to the Technical Head of Programs.

Missions / responsibilities

Mission 1 : Program Coordination 

The Education Specialist will :

  • Serve as a key focal point for the education unit/ sector at organization level.
  • Will lead internal coordination that is required for effective implementation of project.
  • Will ensure program coordination, lead and oversight implementation, team building, and programmatic reporting both internal and external.
  • Will ensure effective coordination and collaboration of all stakeholders who have critical role in project success.
  • Will create an environment at all levels that support and promote effective implementation of program activities with planned outcomes.
  • Develop implementation strategies that are align with project scope and contextual to local environment.
  • Capacity building of team, objective setting, staff performance appraisal, and mentoring.
  • Capacity building of stakeholders including CAR, Community, ESED, and SWD etc
  • Ensure Internal inter-departmental coordination for effective implementation of program activities.
  • Develop, review, and revise both programmatic and financial plans as appropriate.
  • Develop and implement communication plan within team and with relevant stakeholders.
  • Ensure that all practices of the organization in the field strictly comply with HI’s policy of PSEAH (Protection of beneficiaries from Sexual Exploitation, Abuse and Harassment).

Mission 2: Program Development

  • Lead in developing new education projects with a focus on EIE, NFE (ALP) with cross cutting themes of Inclusion, MHPSS, SEL and GBV.
  • Develop 5 years’ education strategic plan for country office in close coordination with THOP, PD section, ERT, Area Manager and Country Director.
  •  Developing project design is linked to HI country strategic plan and sector strategic objectives.
  • Developing technical narratives and log frames, program budgeting, staffing plans, phased budgets, and identifying new partners, etc.
  • Leads in continuous assessment of education projects need, and ensures that these are appropriately reflected in sectoral strategies, proposals, and programs.
  • Identify additional funding sources to pilot and scale-up proven innovative education initiatives.
  • Develop the education program policy, strategy, milestones, country annual plan, and country annual review plan.

Mission 3 : Program Quality and MEAL

  • Provide direct technical support to field teams, e.g. project monitoring, field staff, and partner capacity building, training, etc.
  • Ensure a minimum of 8 monitoring visits on monthly basis to running education projects.
  • Supports research and evaluation efforts by drafting ToRs, supporting with consultant hiring and oversight. Provides analysis of Research & Evaluation findings.
  • Ensures education projects collect information on the progress towards project outcomes/results, collect information or observations for the variations in these outcomes/results, and draw conclusions/lessons, and take actions to address these conclusions/lessons.
  • Provides critical feedback and technical inputs on periodic project reports including baseline, midterm, and final evaluation reports, including annual reports.
  • Ensures Quality Benchmarks and monitoring tools for education projects are in place, updated as per required, and effectively used in the education projects.
  • Engages in periodic project reviews, including annual Program Learning events.
  • Hold self-responsible for staying current on the latest news, innovations, and adaptations in sector.

Mission 4 : Capacity building, Representation, Networking and Advocacy

  • Develop the capacity development plan for education staff in HI and partners, and organize capacity development initiatives.
  • Works with education project teams and partners to identify technical strengths and weaknesses areas and develops plans to address gaps.
  • Ensure strong linkages and coordination amongst line Ministries, strategic partners, external development partners on program related matters.
  • Assist P & D section for donor engagement, linkages, and coordination on education initiatives.
  • Support P & D section in developing and maintaining an in-depth understanding of the Education sector, including national policies/policy development, key players in government, UN agencies, INGOs and national civil society organizations.
  • Actively engage with relevant Education networks and coalitions at the national level and ensures representation at the regional/district level networks as necessary.
