Position Purpose
The Foundation for Ageing and Inclusive Development (FAID) is a national organization dedicated to promoting inclusive development, enabling people of all ages—especially older people—to lead dignified, healthy, and secure lives. FAID will implement the project titled "Sustainable Solutions for Food Security and Hunger Crisis Mitigation (SSHCM)" in Shikarpur District, Sindh, Pakistan from July 1, 2025, to June 30, 2026, supported through HelpAge Deutschland and funded by ADH Germany. The project aims to address severe food insecurity affecting vulnerable populations—particularly older people, women, and persons with disabilities—through an inclusive, multi-sectoral approach. Key objectives include improving food security, promoting climate-resilient agriculture, empowering women through home-based enterprises, enhancing community nutrition knowledge, and advocating for the inclusion of older people in food and disaster planning. The project will benefit 10,040 people through activities such as food distribution, farmer training, seed and mobility aid provision, vocational training with micro-grants, nutrition education, and policy advocacy. Monitoring, impact assessments, and a strong focus on age, gender, and disability inclusion underpin the project’s commitment to sustainable and resilient community development.
The MEAL Officer will be responsible for leading all monitoring, evaluation, accountability, and learning (MEAL) functions of the SSHCM project in District Shikarpur. This position ensures that robust systems are in place for tracking project progress, measuring outcomes, gathering evidence, and improving program delivery through real-time learning. The MEAL Officer will work closely with the project team to design and implement data collection tools, conduct Post-Distribution Monitoring (PDM), oversee the Complaint Response Mechanism (CRM), and support qualitative documentation such as case studies and success stories. This role also involves working with external consultants for baseline and endline assessments and contributing to donor reporting and learning events. The MEAL Officer plays a critical role in ensuring inclusivity, transparency, and accountability, especially in activities involving older people, women, and persons with disabilities.
As this position is based in FAID’s Islamabad office, the MEAL Officer will also contribute to MEAL functions of other ongoing and upcoming FAID projects as needed. This includes supporting cross-project data systems, reporting, organizational learning, and standardization of tools and frameworks to enhance quality across programs.
Key Responsibilities:
The key responsibilities of MEAL officer are including:
1- Monitoring and Tracking – SSHCM Project
- Develop and maintain activity tracking tools and indicator dashboards aligned with the project logframe.
- Conduct regular field monitoring visits to Shikarpur and collect quantitative and qualitative data.
- Support project teams in data-informed decision-making, ensuring quality and timeliness.
2- Post-Distribution Monitoring (PDM)
- Lead and supervise PDM surveys following each round of food or material distribution.
- Analyze findings to assess the relevance, quality, and satisfaction of the assistance provided.
- Recommend and support real-time improvements to project implementation.
3- Complaint Response Mechanism (CRM)
- Establish and manage a safe, confidential, and accessible CRM system in Shikarpur.
- Train project staff and community members on CRM usage and follow-up protocols.
- Ensure complaints and feedback are recorded, addressed, and closed in a timely manner.
4- Assessments and Learning
- Coordinate with external consultants for baseline and endline/impact assessments of SSHCM.
- Facilitate focus group discussions, perception surveys, and quarterly learning reviews.
- Ensure that lessons learned are captured and fed into adaptive project planning.
5- Cross-Project MEAL Support (FAID-wide)
- Provide MEAL support to other FAID projects from the Islamabad office as required.
- Contribute to standardization of tools, indicator tracking, data quality assurance, and cross-learning across projects.
- Assist in developing consolidated MEAL dashboards, templates, and reporting mechanisms.
6- Documentation and Reporting
- Document case studies, success stories, and good practices from the field.
- Prepare monthly MEAL reports and support inputs to donor progress and final reports.
- Maintain gender, age, and disability-disaggregated data for all beneficiaries.
7- Capacity Building
- Train and support Social Mobilizers, community volunteers, and project staff on data collection, PDM, CRM, and basic MEAL principles.
- Promote participatory monitoring and inclusion of community voices in evaluation
Specific duties and responsibilities
The specific duties and responsibilities for the position holder are including:
- Design data collection tools and checklists tailored to SSHCM activities (food distribution, training, farming inputs, etc.) and test them in the field.
- Conduct joint monitoring visits to Shikarpur with program staff to observe distributions, training sessions, and awareness events.
- Maintain project-level MEAL database and ensure regular entry, cleaning, analysis, and reporting.
- Ensure CRM channels (complaint boxes, suggestion forms, help desks) are active and accessible in all major activity locations.
- Track and verify CRM logs and ensure resolution and follow-up of feedback within set timeframes.
- Support PDM surveys through design, sampling, data collection oversight, and report drafting.
- Collect at least 4–5 case studies and compile a portfolio of qualitative evidence on project impact.
- Contribute to quarterly internal review meetings, presenting MEAL insights and learning trends.
- Coordinate with external consultants on baseline and endline assessments, ensuring field-level facilitation and validation.
- Provide MEAL technical support to other FAID projects (remotely or through field visits), contributing to monitoring tools, templates, training, and quality checks.
- Prepare a consolidated MEAL report summarizing SSHCM progress along with highlights from other projects supported from Islamabad.

Required qualifications and experience
ü Master’s degree in development studies, Social Sciences, Public Health, Statistics, Economics, or a related field. Certification in Monitoring & Evaluation is preferred.
ü Minimum 3 to 5 years of proven experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), preferably with NGOs/INGOs in the food security, nutrition, or livelihoods sectors.
ü Experience in designing and implementing MEAL frameworks, indicator tracking systems, and results-based reporting.
ü Hands-on experience in conducting Post-Distribution Monitoring (PDM), baseline/endline assessments, and qualitative data collection (e.g., FGDs, case studies).
ü Familiarity with managing Complaint Response Mechanisms (CRM) and handling sensitive beneficiary feedback.
ü Proficiency in data collection platforms (e.g., KoboToolbox, google sheets/survey, SurveyMonkey) and basic data analysis using Excel/SPSS/Power BI.
ü Demonstrated ability to develop data collection tools, logical frameworks, and MEAL plans for multiple project types.
ü Strong skills in documentation, report writing, and visual data presentation.
ü Capacity to support cross-project MEAL systems and contribute to organizational learning initiatives.
ü Excellent written and verbal communication skills in English, Urdu, and local languages (preferred for field coordination).
ü Ability to present complex findings clearly to both technical and non-technical audiences.
ü Based in Islamabad, with willingness and ability to travel frequently to project locations including Shikarpur, Sindh.
ü Strong commitment to inclusion, safeguarding, and accountability principles in MEAL processes.
ü Ability to work independently, manage multiple tasks, and meet deadlines in a fast-paced environment.
ü Experience working with older people, women, and persons with disabilities is an asset.
