Foundation for Ageing and Inclusive Development is a trusted not-for-profit organization with a rich history of serving the humanitarian and development sector, both locally and globally. Our journey began with registration as a Trust in Islamabad in 2020 under the Trust Registration Act 1886 (Registration Number 756). In 2024, we expanded our scope and re-registered with the Securities and Exchange Commission of Pakistan (SECP) under Section 42 of the Companies Act 2017. Today, we continue to drive positive change and promote inclusive development for ageing populations.
Scope of Work: Procurement and Supply of IEC Material
Instructions for Submission of Tender for Procurement of IEC Material
All the participating companies’/Bidders/ Contractors must adhere to the following instructions regarding the preparation and submission of the offers.
- Submission of any wrong/vague information may lead to disqualification of the Bidder. The complete information along with the required documents must be sealed in an envelope marked with the name of Bidder and category applied in bold and legible letters.
- All Bidders are required to submit their “TECHNICAL PROPOSALS” and “FINANCIAL PROPOSALS” separately in sealed envelopes and clearly marked respectively, enclosed in a single envelope.
- The supporting documents must be attached with the “TECHNICAL PROPOSALS”
- The “FINANCIAL PROPOSALS” must be as per attached format and should be on the letter head of the Manufacturing Bidder/sole authorized dealer having postal address, contact number and other contact details.
- Initially, the envelopes marked as “TECHNICAL PROPOSALS” shall be opened and evaluated as per prescribed technical evaluation criteria mentioned in the bidding document.
- Each page of the offers must be duly signed and stamped. The pages should be serially numbered. Any cutting / correction must be counter-signed by an authorized person (an authorization letter shall be enclosed)
- All the companies/ bidders shall have to submit a declaration (as annexed – A) on Company’s Letterhead as per the specimen attached.
- The company/ bidders must have a minimum of 03 (Three years) of relevant experience in the market.
- The bidding document shall be obtained from the following Address or via email “[email protected]” till Friday May 30 before 15:00 hrs.
- Any offer received after the due date will not be entertained.

EVALUATION CRITERIA & MECHANISM
Selection of products will be on the basis of “Quality Based Selection (QBS)” Method by Adopting Single stage two Envelop procedure.

Financial Evaluation Criteria
The following elements will be evaluated in Financial Evaluation and a decision will be made on the basis of;
- Offered Quality 40%
- Least Delivery Time 15%
- Competitive Price 35%
- Relevant Experience 10%

Specific Terms & Conditions:
- Please submit your bid using the submission template. All bids must be completed in full, incomplete bids will not be taken into consideration for evaluation.
During evaluation, organization may ask for additional information as necessary.
- Bids received after specified time & date may not be accepted.
- Quoted prices must include all government prevailing taxes (Withholding, GST etc.). If the supplier thinks that any of the item is tax exempted, it must be highlighted and mentioned in the proposal.
- Each bid shall be valid for a period of 1 month from its date of submission.
- Prices should be quoted in PKR only.
- Prices must include Freight/Transportation, Packing, Loading & unloading, Skilled Unskilled charges to the destination. The supplier will use environmentally friendly packaging material.
- All values in unit price column should be entered carefully. In case there is any discrepancy between unit price and total amount, value put in unit price column will govern. Financial bids with calculation errors will not be considered for evaluation.
- Procurement committee reserves the right to cancel/reject any or all offers without assigning any reason.
- Procurement Committee reserves the right to increase or decrease in specific items or overall quantity of the required items without assigning any reason and change in quoted prices.
- Evaluation will consist of two stages. At first stage, all bids will be evaluated for technical compliance and at second stage financial bids of all technically qualified bids will be compared. Award will be made on Technically Qualified, Quality of Goods / Services (Experience), Lead Time, and Competitive Price basis, which means quality of material and work will be evaluated to confirm the specifications and then lowest bidder would be identified.
- This ‘Tender Document” does not constitute any commitment on the part of this Organization unless a written agreement is signed by both parties.
- We would endeavour to provide you information expeditiously, but any delay in providing such information will not be considered a reason for extending the submission date of your offer.
- In case of late delivery of goods beyond the periods specified in the schedule of requirements and subsequent purchase order, a penalty @ 0.2% per day of the overall supply cost shall be imposed upon the supplier. An exception will be considered only in the situation of event beyond human control like disasters and other external factors that could hinder or block the supply.
RIGHTS OF Foundation for Ageing & Inclusive Development-FAID
In case of failure by the Engineering firm/ Contractor /supplier / vendor/ Company to fulfill its obligations under the terms and conditions of this ITB, including but not limited to, failure in timely provision of required /agreed quality supply /guarantee / warrantee/ after sale service committed / agreed FAID may, after giving the Engineering firm/ Contractor /vendor/ Company reasonable notice to perform and without prejudice to any other rights or remedies, exercise one or more of the following rights:
a) Complete the procurement from other sources, in which event FAID may hold the Engineering / Contractor / Company responsible for any excess cost occasioned thereby.
b) Refuse to compromise over: the quality of supply, deviation from specification / delay in defined timeframe and related responsibilities of proper installation / Supply or Service
c) Cancel Purchase Order without any liability for termination charges or any other liability of any kind to FAID.

Declaration
We do hereby confirm to have carefully read the requirements and instructions of this bidding document and all the terms and conditions of your enquiry for the Procurement of Solar kit, do hereby confirm as follows:
- That, the Bidder shall abide by all the instructions/conditions in this ITB (Invitation to Bid) document and all the Core Humanitarian Principles (Humanity, Neutrality, Impartiality, and Independence).
- That, the Bidder and products quoted are not blacklisted by any Govt. Regulatory authority in Pakistan.
- That the information given in the application form and product data sheets is correct. In case any of this information is proved incorrect, FAID reserves the right to reject the bid beside forfeiting the Bid Security and may initiate suitable legal action which may include blacklisting of the Bidder.
In case of any discrepancy, the supplier hereby undertakes to refund the price charged in excess.
- The Engineering firm/ Contractor / vendor / supplier are by no means involved in any kind of following activities;
- Terrorrism or Terror Financing
- Modern Slavery and Child Labour
- Bankruptcy directly or indirectly
- Human Trafficking
- Sexual Abuse
