Pakistan ranks 5th in the Global Climate Risk Index, making it highly vulnerable to both slow onset and extreme climate events that disrupt human and physical capital formation across the country. In response to these challenges, LASOONA, collaboration with WHH is implementing Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) project in District Nowshera, Khyber Pakhtunkhwa Province. This initiative aims to increase the capacity of at-risk communities to anticipate, adapt to, and absorb the negative impacts of climate-related hazards, with particular focus on vulnerable populations including women, the elderly, and people with disabilities.

As part of this project, LASOONA has conducted Community-Based Climate Risk and Vulnerability Analyses (CCRVAs) in 72 villages and subsequently developed Community Based Climate Vulnerability Assessment and Adaptation (CBCVAA) Plans at the village level. To implement these action plans, Village Climate Adaptation Forums (VCAFs) have been established in all target villages. LASOONA now seeks a qualified consultant/firm to conduct a comprehensive assessment of the progress made by these VCAFs in implementing the CBCVAA plans in last one yaer, identify challenges and constraints faced during implementation, and provide recommendations for improving these community-based climate adaptation efforts. This 40-day consultancy will involve reviewing all 72 CBCVAA plans, develop appropriate assessment methodologies, conduct field visits to meet with all VCAFs, and producing a detailed progress assessment report that will help strengthen climate resilience initiatives in the region.

Health and safety and security

The consultant/firm will be responsible for providing a safe and secure system of working for its staff and other people under their control. They will carry out all necessary risk assessments, take appropriate measures to ensure that security and health and safety is a high priority and is managed effectively. It will also ensure, so far as reasonably possible, that all employees engaged will comply with appropriate security, health and safety measures and are adequately trained/oriented. And comply with all relevant laws and regulations of government and LASOONA concerning health, safety and security reserves the right to request any risk assessment to be undertaken as part of this proposal based on the nature of activities being undertaken by the consultant and to be provided a copy of any risk assessment. In the event of any serious injury or death relating in any way to the activities, the consultant/firm shall provide full information to the LASOONA and consultant/firm will fulfill any legal obligations regarding health and safety reporting, investigations and compensation.
