Job Description:

Position Summary

A well-reputed nonprofit organization is seeking to recruit a Security Manager to oversee the safety and security operations. Based in Islamabad and reporting directly to the CEO, the Security Manager will be responsible for continuously monitoring the security environment in operational areas, conducting and maintaining risk assessments, and developing and updating standard operating procedures. The role also includes providing security training and conducting regular drills to ensure all staff are prepared and compliant with safety protocols. Additionally, the Manager will develop and implement comprehensive security strategies, including safety and security plans, business continuity plans, staff movement protocols, and incident management frameworks. The position requires oversight and management of all security personnel and activities, ensuring alignment with donor policies and organizational standards. As the organization’s subject matter expert on safety and risk mitigation, the Security Manager will play a key role in planning, implementation, and capacity building to maintain the highest levels of staff safety and operational resilience.

Key Responsibilities

  • Conduct regular risk assessments and develop comprehensive Safety and Security Management and Mitigation Plans to ensure compliance with organizational policies, procedures, and codes of conduct.
  • Develop and maintain Standard Operating Procedures (SOPs) for safety and security, while delivering regular training sessions and emergency drills to build staff preparedness.
  • Oversee daily safety and security operations, including situation monitoring, information sharing, implementation of mitigation measures, and regular reporting and evaluations.
  • Establish and implement operational security protocols, providing essential support and coordination for staff travel and field movements.
  • Collaborate closely with field offices to ensure the consistent and effective application of security measures across all locations.
  • Support the Human Resources department in conducting background checks and issuing security clearances for new hires, as required.
  • Promote a strong culture of safety and security awareness among all project staff, encouraging responsible personal security practices.
  • Strengthen staff readiness through ongoing training and the regular practice of emergency procedures.
  • Develop and implement a robust Incident Reporting Mechanism, ensuring timely monthly updates are shared with the CEO and other relevant stakeholders.
  • Engage regularly with Project Managers and program teams to anticipate and address emerging security needs or operational concerns.
  • Oversee physical security systems, including building access controls, surveillance equipment, and other protective infrastructure.
  • Monitor and manage security-related budgets, ensuring cost-effective allocation of resources for all security operations.
  • Coordinate with private security service providers to procure personnel and equipment as needed for office and field locations.
  • Maintain up-to-date knowledge of the operational, cultural, and security context, advising departments on emerging risks and developments.
  • Build and maintain a strong network with key actors in the humanitarian, development, diplomatic, and private sectors to enhance access to timely and reliable security information.
  • Liaise with local law enforcement and security agencies to ensure adequate protection and support for staff operating at project sites.
  • Provide strategic safety and security advice, guidance, and support to senior management and relevant teams.
  • Champion a proactive 'security culture' across the organization, embedding risk awareness and safety practices into daily operations.
  • Conduct security and access assessments for new project areas, advising leadership and program teams on feasibility and risks.
  • Develop and regularly update the Hibernation, Evacuation, and Relocation Plan (HERP) to ensure preparedness for critical incidents.
  • Serve as the primary security focal point for the organization, providing leadership in all matters related to safety and security.

Qualifications and Experience:

  • Bachelor’s degree required, with a minimum of 5 years of relevant work experience and a demonstrated track record of leadership, particularly in security management.
  • Prior experience in the Pakistan Armed Forces is highly desirable; candidates with a military background will be given preference.
  • In-depth knowledge and hands-on experience in security legislation, enterprise risk management, risk assessments, and security training especially within the development or humanitarian sector in Pakistan.
  • Strong understanding of Pakistan’s security landscape, including current risks, ground realities, and regional dynamics.
  • Proven experience in business continuity planning, incident management, security drills, and emergency preparedness.
  • Familiarity with the safety and security protocols, compliance standards, and operational requirements of international donors such as USAID, UN, DFID, and others.
  • Excellent leadership, management, and interpersonal skills, with a demonstrated ability to influence, negotiate, and effectively engage with internal and external stakeholders.
  • Proficient in drafting security procedures, writing reports, developing business cases, and managing duty rosters to ensure optimal staffing and operational readiness.
  • Ability to work effectively both independently and as part of a multidisciplinary team.
  • Strong IT proficiency, including working knowledge of Microsoft Office Suite and basic familiarity with electronic security and surveillance systems.
  • Outstanding written and verbal communication skills, including the ability to draft and review security policies, procedures, and strategic plans.
  • Well-established network of professional contacts within the security sector, including relationships with key private security providers and personnel.
