Position Purpose

The Procurement Officer will be responsible for managing all procurement activities to ensure the timely, transparent, and cost-effective delivery of goods and services required for the Emergency Flood Response project. The role ensures compliance with organizational and donor procurement policies while maintaining efficiency in a humanitarian emergency context.

Key Responsibilities

  1. Procurement Planning and Management
  • Develop and update procurement plans in line with project needs.
  • Ensure timely procurement of supplies such as medical kits, WASH items, nutrition commodities, and logistical materials.
  • Maintain vendor rosters and conduct regular market assessments in the affected areas.
  1. Compliance and Documentation
  • Ensure all procurement processes adhere to donor and organizational standards.
  • Prepare and maintain complete documentation for each procurement transaction, including bids, contracts, purchase orders, and delivery notes.
  • Support internal and external audits by providing accurate records.
  1. Vendor Management
  • Identify, evaluate, and negotiate with vendors for goods and services.
  • Ensure fair and transparent bidding processes.
  • Build relationships with reliable suppliers to secure consistent and timely delivery of critical items.
  1. Coordination and Support
  • Work closely with program, finance, and logistics teams to align procurement with operational needs.
  • Support field teams in understanding procurement procedures and processes.
  • Coordinate with local authorities and stakeholders when needed.
  1. Risk and Quality Assurance
  • Monitor supplier performance and address delivery or quality issues.
  • Mitigate risks of fraud, delays, or non-compliance in procurement processes.
  • Ensure procurement reflects accountability, value for money, and adherence to humanitarian principles.

Qualifications and Experience

  • Bachelor’s degree in Supply Chain Management, Business Administration, or related field.
  • Minimum 3 years of relevant experience in procurement, preferably in humanitarian or emergency response projects.
  • Strong knowledge of procurement rules, compliance frameworks, and donor requirements.
  • Experience working in emergency or flood-affected areas is highly desirable.
  • Proficiency in MS Office and procurement software/tools.
  • Fluency in Pashto and Urdu; good command of English is an advantage.
