Programme: Post-Floods Resilient Recovery and Strengthening of the Livestock Sector in Balochistan - The programme aims to empower communities, particularly women, by organizing them into livestock producer groups for collective production and the establishment of community-led livestock markets. It also seeks to support women and youth-led micro, small, and medium enterprises in developing value chains for sheep, goats, and poultry. The programme will be implemented across 120 union councils in six (6) flood-affected districts of Balochistan. The overall objective of the programme is to contribute to post 2022 floods climate-resilient socioeconomic recovery in the most affected and poorest districts of Balochistan province. The specific objective is improved value chains and market linkages in agriculture and livestock sectors of Balochistan.

  • Expected Result/Output 1: Strengthened capacities of target groups in improving value addition and compliance to food safety and sustainability standards.
  • Expected Result/Output 2:  Increased livestock assets of target women and men farmers/entrepreneurs.
  • Expected Result/Output 3: Enhanced access of women and men farmers to finances for value addition of livestock and livestock products.

THE POSITION:

This position is located at District office and reports to the M&E Coordinator.

SIGNIFICANCE OF THE POSITION: 

M&E Assistant is responsible for implementing district-level M&E activities under the direct guidance of the M&E Coordinator. This includes field-level data collection, data analysis, validation of reported results and facilitation of monitoring missions. The M&E Assistant will serve as a critical link between field teams and the central M&E unit.

More Specifically:

  • Implement the M&E framework at district-level as per the guidance of the M&E Coordinator.
  • Collect quantitative and qualitative data from all project components using standard formats and tools.
  • Conduct frequent field visits to verify activities, ensure data quality, and validate reported results.
  • Compile and submit district-level data to the M&E Coordinator on a regular basis.
  • Facilitate and coordinate monitoring and evaluation visits by internal staff, PPAF or external evaluators.
  • Identify trends, challenges, and best practices and share insights with the M&E Coordinator and project teams.
  • Develop action plans in response to M&E findings and ensure regular follow-up with implementation teams to track progress and resolve issues.
  • Support the development and use of district-specific M&E tools, checklists, and reporting templates.
  • Work closely with the MIS Assistant to obtain, verify, and analyze MIS data for M&E reporting, learning, and identifying emerging trends.
  • Maintain an organized archive of M&E records, forms, reports, and evidence at the district level.
  • Ensure timely and accurate submission of data for monthly, quarterly, and annual M&E reporting.
  • Uphold confidentiality, accuracy, and quality in all M&E data and documentation processes.
  • Stay informed on project objectives, indicators, and sector-specific developments relevant to the district context. 

INTERNAL/EXTERNAL INTERACTIONS internally with all District Project staff within District office and Head office concern staff.

EDUCATION, EXPERIENCE AND REQUIRED SKILLS:

  • Master or 16 qualifications in Social Sciences, Development Studies, Statistics, Economics, or a related field.
  • Minimum 3 years of relevant experience in M&E, preferably in rural development or community-based livelihood projects.
  • Familiarity with data collection tools and practices, including both qualitative and quantitative methods.

Skills:

  • Proficiency in MS Excel and Word; working knowledge of digital data tools
  • Strong analytical, and problem-solving skills.
  • Excellent written and verbal communication skills in English and local languages.
  • Ability to work independently and manage field responsibilities with minimal supervision
