About the role:

Improving the quality of PMS programs through maintaining efficient and effective monitoring systems and local mechanisms to improve accountability, improving internal information flows.  Major role of the position is providing field-based program support on M&E.  This position will be the technical lead and owner of PMS field programme results-based monitoring in all projects and will contribute analysis of monitoring to support effective programming and documentations of lessons learned. Act as information focal point ensuring information flow between the project teams, different departments and PMS head office Islamabad.

Your impactful goals will include:

  • Monitoring and Evaluation (M&E): Develop and implement M&E frameworks and systems to measure the progress and impact of programmes or projects. This may involve designing data collection methods, analysing data, and preparing reports to inform decision-making.
  • Lead the implementation of the projects M&E plan including project reviews, participatory impact assessments, process monitoring, output monitoring through field visit, meetings and desk review.
  • Quality Assurance: Ensure that programmes or projects adhere to quality standards by conducting regular reviews, and assessments, and providing feedback to improve performance. Design the ITTs, M&E plan and output matrix of the projects timely and review it on monthly basis. Development of data collection tools for routine data collection for MEAL reporting and LFA updates.
  • Reporting and Communication: Prepare and disseminate regular reports and updates to stakeholders, including management, donors, and partners, to communicate the progress, achievements, and challenges of programmes or projects. Prepare and submit field monitoring visit report, monthly monitoring reports and updates the PMS management on Timeframe, scope and budget regularly of designated projects.
  • Capacity Building: Provide knowledge and information to the project staff and other stakeholders on monitoring, evaluation, and accountability principles, practices, and tools to strengthen their capacity in these areas.
  • Coordination and Collaboration: Collaborate with internal and external stakeholders, including programme managers, project teams, donors, and line departments to ensure effective coordination and alignment of monitoring and accountability efforts across the PMS.
  • Learning and Innovation: Ensure a culture of learning and innovation by promoting reflective practice, capturing and sharing lessons learned, and identifying opportunities for improvement in programmes or project design and implementation.
  • Compliance and Risk Management: Ensure compliance with relevant policies, guidelines, and regulations, and identify and mitigate risks associated with monitoring, evaluation, and accountability activities.

 

What we are looking for:

Education & Knowledge

  • Master's degree in Monitoring and Evaluation, Public Administration, Business Administration, Social Sciences, Development Studies, or a relevant field, such as Evaluation Sciences, is highly relevant for this role.

Work Experience

  • 4 to 5 years of experience in the relevant field.

Functional Competencies/Skills

  • Monitoring and Evaluation (M&E) Expertise: A strong understanding of M&E concepts, methodologies, and tools, including data collection, analysis, and reporting. This includes designing and implementing monitoring and evaluation plans, conducting evaluations, and interpreting results to inform decision-making.
  • Data Management and Analysis: Proficiency in managing and analyzing data, including data collection, data quality assurance, and data visualization. This may involve using software tools such as Excel, statistical software, or specialized data management systems.
  • Reporting and Documentation: Ability to prepare comprehensive reports and documentation, including regular progress reports, performance metrics, and evaluation reports. This may involve synthesizing complex information and presenting it in a clear and concise manner to various stakeholders.
  • Accountability and Compliance: Knowledge of accountability principles and frameworks, including ensuring compliance with PMS policies, procedures, and regulations. This may involve developing and implementing accountability mechanisms, tracking progress toward accountability goals, and addressing gaps or issues identified during monitoring.
  • Project Management: Strong project management skills, including planning, coordination, and implementation of monitoring and evaluation activities. This may involve developing work plans, setting targets, and managing resources to ensure the timely and effective completion of monitoring and evaluation tasks.
  • Communication and Stakeholder Engagement: Effective communication skills, both written and verbal, to engage with internal and external stakeholders, including team members, partners, donors, and beneficiaries. This may involve facilitating meetings, conducting interviews, and building relationships with stakeholders to gather feedback and ensure transparency and inclusivity.
  • Technical Knowledge: Familiarity with the specific technical area or sector in which the monitoring and accountability manager is operating. This may involve understanding relevant indicators, standards, and best practices in the field and applying them in monitoring and evaluation activities.
  • Adaptability and Learning: Ability to adapt to changing circumstances, learn from feedback, and continuously improve monitoring and accountability practices. This may involve being open to new ideas, staying updated with emerging trends and innovations, and incorporating feedback into ongoing monitoring and evaluation efforts.
  • Leadership and Teamwork: Strong leadership skills, including the ability to lead a team, delegate tasks, and mentor junior staff. This may involve providing guidance and support to team members, fostering a collaborative work environment, and promoting a culture of accountability and learning.
  • Ethics and Integrity: Demonstrating ethical conduct, professionalism, and integrity in all aspects of monitoring and accountability work, including ensuring data confidentiality, maintaining impartiality, and upholding PMS values and principles.
