Pakistan is highly vulnerable to the effects of climate change and natural and man-made hazards, including flooding, droughts, heat waves, earthquakes, and pollution, which disproportionately affect the most vulnerable in society and exacerbate existing developmental challenges.
IOM is leading the multi-year Climate Resilience and Humanitarian Response (Central and Southern Pakistan) component of FCDO’s Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan Programme, with FAO, UNICEF, ACTED, CARE, and Islamic Relief as consortium partners.
The consortium will deliver integrated community resilience-building activities and institutional and systems strengthening across southern Pakistan (Sindh, Balochistan, and Punjab) and will respond to humanitarian needs across all of Pakistan. The consortium will be overseen by a Secretariat, led by IOM.
Under the overall supervision of the Senior Programme Coordinator for HRRD and direct supervision of the CRHR Consortium Coordinator in IOM Pakistan, the Climate Resilience Field Coordinator will be responsible for deliverables outlined in the following sections in support of the Humanitarian, Resilience and Recovery Department (HRRD):
Responsibilities and Accountabilities
- Responsible for leading the operationalisation of IOM’s WASH, Shelter, Livelihoods, and Protection-focused climate resilient programming in northern/central Sindh.
- Responsible for the line management of protection, livelihoods, CBDRM, WASH, and shelter field staff, and liaison and administrative coordination between the different teams.
- Responsible for monitoring natural hazard risk and susceptibility in Balochistan and Southern Punjab; communicating with key stakeholders, consolidating reports and information, and advising on appropriate humanitarian assistance.
- Responsible for liaison, external engagement and building partnerships with both key stakeholders and authorities working on responding to climate change in Balochistan, Sindh, and Southern Punjab.
- Responsible for providing operational and logistical support to the BRAVE Consortium in Eastern Balochistan, Sindh, and Southern Punjab to ensure the effective and timely implementation of humanitarian and climate resilience programming.
- Responsible for providing technical support and leading the monitoring of climate resilience and humanitarian programme quality for BRAVE Consortium partners in Eastern Balochistan, Sindh, and Southern Punjab.
- Ensuring that BRAVE Consortium partners adhere to risk management, sustainability, and exit, visibility, and communications, and other compliance requirements in Eastern Balochistan, Sindh, and Southern Punjab.
- Ensure mainstreaming of cross-cutting issues, including accountability to affected populations, gender mainstreaming, conflict sensitivity, and disability inclusion, amongst others.

Required Qualifications and Experience
EDUCATION
- Completed bachelor's degree from an accredited academic institution in Economics, Business Management, Natural Sciences, Engineering, Climate Change, Geography, or related field with a minimum of five years of relevant professional experience;
- Or, completed a master's degree from an accredited academic institution in Economics, Business Management, Natural Sciences, Engineering, Climate Change, Geography, or a related field with a minimum of four years of relevant professional experience
EXPERIENCE
- Five years of minimum prior experience working in the field of humanitarian response, development, and/or climate resilience;
- Practical field experience in humanitarian response, community-based development programming, and/or climate resilience with a familiarity in sustainable water management, disaster risk reduction, climate resilient agriculture, and adaptive social protection components;
- Demonstrable experience in managing and engaging with both local and international organisations in the implementation of humanitarian, development, and/or climate resilience programming. Ensuring both quality implementation and adherence with UN compliance processes;
- Experience in leading engagement with district-level authorities, inter-governmental institutions, UN agencies, and national and international NGOs;
- Familiarity with climate adaptation programming and contextual priorities in southern Pakistan;
- Experience in line managing staff and familiarity with UN administrative management processes.
- Experience in managing and engaging with both local and international organisations in the implementation of humanitarian, development, and/or climate resilience programming;
Languages
Required :
Fluency in English and Urdu is required (oral and written).
Desirable :
Working knowledge of Sindhi or other languages spoken in Northern Sindh, Southern Punjab, and Eastern Balochistan is an advantage
