Essential Responsibilities
The Quality Improvement Coordinator – MEL is responsible specifically for ensuring the context-appropriate options for the technologies and learnings for the TB Program and other country programs/projects, and in general for managing the MEL component. The Quality Improvement Coordinator – MEL will work closely with the MEL Manager for information sharing, reporting gaps, and information sharing amongst Project Managers, project staff, and donors to support quality programming and external representation.
The Quality Improvement Coordinator – MEL will act as a proxy of the MEL Manager to effectively implement the MEL Standards across the projects and support the MEL Manager to better represent the field offices. In addition to the above-mentioned functions, Quality Improvement Coordinator – MEL will also provide support to project teams from cross-projects for the quality implementation of program activities.
Technology
- Development and updating of Country MEL Technology Plan.
- Ensuring the continuation of the licenses of the applications yearly.
- Ensuring the TB Program and other country programs/projects have the MEL Technology Plan derived from the Country MEL Technology Plan.
- Development of form-based and case management applications on CommCare for the MEL, TB Program, and other country programs/projects for collecting data digitally.
- Training of the team members on using CommCare for collecting data digitally.
- Timely troubleshooting of the errors in CommCare applications and guiding the team members accordingly.
- Connectivity of CommCare applications with Microsoft Azure using the API for processing the raw data.
- Development of pipelines in Microsoft Azure for cleaning and processing raw data and making the data for exploration and visualization.
- Connectivity of the processed data from Microsoft Azure to Microsoft Power BI.
- Development of dashboards for data exploration using Microsoft Power BI.
- Ensuring the implementation of the AI chatbot in the country with optimal and ethical utilization.
- Ensuring the project staff have prepared project files according to minimum standards and validating that project files and data are aligned.
- Ensuring that the MEL teams collect and assess the required documents for the system development of the program/project.
- Assisting the TB Program and other country programs/projects in the analysis of specific project data and providing regular feedback on the data authenticity.
- Ensuring the addition of results on TOLA (an indicator tracking online database) against each indicator for the TB Program and other country programs/projects.
- Ensuring the availability of the means of verification from the TB Program and other country programs/projects at the end of each quarter for every project on TolaData, with the support of the respective teams.
- Developing the questionnaires using XLS Forms and uploading them to ONA for collecting data using mobile phones.
- Training the TB Program and other country programs/projects teams on collecting data using mobile phones by installing ODK Collect or GIC Collect applications and data collection methods to enable staff capacity.
- Utilizing MAXQDA for data analysis of the qualitative data gathered during various assessments and studies.
- Generating reports and visualizations using MAXQDA to articulate the findings and results.
- Training of the project M&E staff on MAXQDA on a need basis to best utilize it in their respective program.
- Responsible for collecting data on the given formats for various reports required to be submitted to HO, HQ, and government departments for the project.
- Ensure the proper functioning of the MEL information system.
Learning
- Development and updating of Country Learning Plan.
- Ensuring the TB Program and other country programs/projects have the Learning Plan derived from the Country Learning Plan.
- Supporting the MEL Manager in conducting the learning workshop internally with team members of the TB Program and other country programs/projects, and recording the findings.
- Ensuring that the learning workshop is conducted, including the stakeholders of the TB Program and other country projects/programs.
- Ensuring that the Final Internal Performance Review is being conducted in the TB Program and other country programs/projects.
- Supporting the MEL Manager in drafting and finalizing the reports for the Learning Workshop and Final Internal Performance Review for the TB Program and other country programs/projects.
- Development of Data Quality Assessment plans for the TB Program and other country programs/projects once a year.
- Conducting the Data Quality Assessments in the TB Program and other country programs/projects with the support of the project MEL teams.
- Drafting and finalizing the dashboards, reports, and presentations of the Data Quality Assessment.
- Managing and regularly updating the country-level Knowledge Management Portal and updating the evidence products on the Digital Library and Evidence and Learning Center.
General Functions
- Timely submission of monthly timesheets using Databasics.
- Follow the procurement guidelines to raise MEL-related purchase requests using ProSource.
- Attending all refresher training sessions and meetings with other members of the project as required.
- Conduct him/herself professionally and personally in such a manner as to bring credit to Mercy Corps and in no way jeopardize its humanitarian efforts.
- Other relevant duties as assigned.
Security
- Follow all MC SOPs on Safety and Security while conducting the activities in the assigned areas of the catchment Population.
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
