Terms of Reference (TORs)


Duty Station: Rawalpindi Field Office (with regular field travel to Sahiwal and Karachi)
Reports to: E-LTM Project Coordinator

Role Purpose

The Data and Monitoring Assistant will play a central role in ensuring evidence-based implementation of the E-LTM project. S/he will be responsible for developing baseline and endline tools, designing and monitoring project log frames, tracking performance indicators, ensuring compliance, and producing high-quality reports. The role also includes coordinating with the UIL team and project staff, facilitating training delivery, and conducting field visits for data verification and learning.

Key Responsibilities

1. Monitoring & Evaluation (M&E) Framework

  • Develop and update the project log frame and M&E plan in consultation with the Project Coordinator and UIL team.
  • Design baseline and endline assessment tools for MSMEs and project outcomes.
  • Establish mechanisms for tracking progress against KPIs and targets.
  • Ensure gender-disaggregated data is collected and analyzed.

2. Data Management & Quality Assurance

  • Oversee data collection processes from field teams, ensuring accuracy, timeliness, and completeness.
  • Conduct regular quality checks on MSME outreach and registration data.
  • Maintain updated project databases and dashboards.
  • Ensure compliance with donor, organizational, and ethical standards for data management.

3. Reporting & Documentation

  • Compile weekly and monthly progress reports from field teams.
  • Draft quarterly and annual project performance reports for submission to management and donors.
  • Document lessons learned, case studies, and success stories.
  • Support data visualization (graphs, charts, dashboards) for reporting and presentations.

4. Field Monitoring & Compliance

  • Conduct field visits in all the three locations of Pakistan (Sindh and Punjab) to verify MSME outreach, training, and mentorship activities.
  • Track implementation progress against project work plans and targets.
  • Ensure adherence to AHKF’s policies, donor compliance requirements, and quality standards.
  • Provide technical backstopping to field teams on monitoring tools and processes.

5. Training & Capacity Support

  • Facilitate training sessions on M&E tools and reporting for field staff and Rahbars/Mentors.
  • Support training delivery sessions by providing data collection, registration, and documentation support.
  • Build the capacity of field staff in monitoring and data management.

6. Coordination & Communication

  • Work closely with Project Coordinator, UIL team, and district facilitators to align data and reporting.
  • Coordinate with Admin/Finance for budgetary and compliance inputs related to reporting.
  • Act as M&E focal point for communication with AHKF Head Office.

Qualifications & Experience

  • Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, IT, or related field (Master’s preferred).
  • At least 3–5 years of relevant professional experience in monitoring & evaluation, data analysis, or project reporting.
  • Strong skills in developing M&E frameworks, log frames, and reporting templates.
  • Proficiency in data analysis software (Excel, SPSS, STATA, or similar).
  • Experience in digital data collection tools (SurveyCTO, ODK, Kobo) preferred.
  • Strong report writing, visualization, and presentation skills.
  • Prior experience working in livelihood/enterprise/MSME development projects will be an asset.
  • Fluency in English and Urdu (local languages of project areas are an advantage).
