Job Summary
The entrepreneurship manager will lead the design, planning, delivery, and overall management of the Oceanpreneurship project across labella district Baluchistan. S/he will ensure the effective implementation of the 12-week hybrid training program, group formation, mentorship, incubation, and business pitching components. The manager will provide technical oversight, strategic guidance, and coordination with LUAWMS, government stakeholders, value chain actors, industry mentors, and the donor. The role requires a strong mix of entrepreneurship & startups expertise, youth capacity building, program leadership, and stakeholder engagement to deliver high quality and measurable results within a tight implementation timeframe.
Key Responsibilities
1. Strategic & Technical Leadership (30%)
- Facilitate the consultant in the designing, planning, and delivery of the hybrid entrepreneurship curriculum tailored to the blue economy sectors (fisheries, aquaculture, eco-tourism, marine innovation, logistics).
- Supervise the formation of 8 entrepreneurial groups from the 40 trained students, ensuring diversity, gender balance, and inclusivity.
- Develop and integrate relevant modules on leadership, civic engagement, intercultural dialogue, and resilience into training content.
- Initiate assessments of potential value chains by engaging relevant actors across blue economy sectors.
- Facilitate collaboration with Market Systems Development (MSD) actors and integrate their expertise to connect youth with promising value chains.
- Facilitate connections between student groups and industry mentors, LUAWMS faculty, and value chain stakeholders.
- Plan and coordinate events and/or regular meetings with partners.
- Provide ongoing technical guidance to ensure business ideas are innovative, viable, socially inclusive, and conflict-sensitive.
- Act as a liaison for youth with program partners and stakeholder and collect, organize, monitor, and distribute information related to the youth students entrepreneurship program.
- Organize/ arrange boot camps as per workplan.
- Organize/ arrange exposure visits of entrepreneurs for the to ensure the cross-learning development and designing of mentorship for youth startups.
- Manage the details of overall schedule, budget, and deliverables.
- Development of TORs to engage consultants for trainings and event arrangement. Ensure curriculum relevance by aligning with Pakistan’s Blue Economy Roadmap, PMS’s economic empowerment strategy, and donor program framework.
- Contribute and provide insights into fundraising efforts related to the scope of development.
- Collaborate with different partners and stake holders of on entrepreneurship ecosystem.
2. Program Implementation & Oversight (40%)
- Coordinate the 12week training program, mentorship sessions, group ideation workshops, and the blue innovation showcase.
- Lead exposure visits, networking events, and linkages with financial institutions and incubation centers.
- Supervise the incubation process for winning ventures, ensuring access to seed funding, technical guidance, and legal registration support.
- Monitor and support group projects, ensuring delivery of at least 8 viable business plans within the project timeline.
- Ensure quality delivery of capacity-building activities with attention to safeguarding, inclusivity, and gender equity.
- Coordinate with different departments such as MEAL, Coms, procurement & admin for the timely and impact full implementation.
- Development of presentation for the donor meetings and progress review meetings.
- Ensure good coordination and collaboration among strive team to ensure the harmonized efforts to reach the goals.
- Provide support to the MEAL team to ensure researches, studies to gauge the impact of program and to guide the program.
- Ensure support to the comes to engage right entrepreneur for the testimonial and success stories.
3. Reporting, Coordination & Representation (25%)
- Oversee the preparation of progress reports, donor updates, and final project reports in line with donor requirements.
- Maintain updates on program implementation, in particular through accurate monthly progress reports as required by PMS.

- Provide support to thematic lead FSL and entrepreneurship advisor/team lead by writing technical reports according to partner, government and donor requirements.
- Provide regular updates to the portfolio lead economic empowerment on implementation status, risks, and lessons learned.
- Collaborate closely with the budgeting & reporting officer and MEAL officer to ensure financial accountability, data accuracy, and impact measurement.
- Represent PMS in meetings with LUAWMS, government agencies (Ministry of Maritime Affairs, Baluchistan authorities) and donor.
- Document and showcase program impact through case studies, success stories, media engagement, and catalogue development.
4. Other Duties (5%)
- Perform any additional tasks assigned by PMS’s senior management to ensure successful delivery and visibility of the Oceanpreneurship Project.
Qualifications & Experience
Education:
- Master’s degree in Business Management, Entrepreneurship, Economics, Development Studies, Marine Sciences, or a related field.
Experience:
- Minimum 7 to 10 years of progressively responsible experience in entrepreneurship development, youth economic empowerment, business incubation, or donor-funded projects.
- Proven track record in designing and delivering training programs, mentoring entrepreneurs, and supporting business start-ups.
- Prior experience working with universities, youth-focused initiatives, or blue economy sectors will be a strong asset.
- Demonstrated understanding of entrepreneurship ecosystem, resilience-building, and gender-sensitive programming.
Technical Skills:
- Strong expertise in entrepreneurship curriculum design, incubation, and business planning.
- Proficiency in program management, budgeting, and donor compliance.
- Familiarity with MEAL frameworks, baseline studies, and reporting tools.
- Excellent facilitation and presentation skills; ability to inspire and mobilize youth.
- Strong IT skills (MS Office, Google Suite, digital collaboration tools).
Languages:
- Fluency in English and Urdu (spoken and written).
- Proficiency in Balochi will be considered an advantage.
Other Skills:
- Strong leadership, coordination, and interpersonal skills.
- Ability to engage academia, government, private sector, and community stakeholders.
- Event management and partnership development experience.
