Established in 1951 and operational in Pakistan since 1981, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental, and non-governmental partners. Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice. Pakistan remains the third-largest refugee-hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders, and undocumented Afghan nationals.
IOM supports the Government of Pakistan in the implementation of programming supporting Afghan nationals, host communities, and responding to natural disasters in different parts of Pakistan. IOM Pakistan will support the most vulnerable communities to address humanitarian needs and reduce protection risks for people on the move, in parallel to anticipatory action to mitigate the crisis impact, save lives through provision of life-saving assistance and livelihoods support, and enable societies to transition and recover towards sustainable development.
Under the overall supervision of the Senior Programme Coordinator (Emergency and Post-Crisis), the position is directly reporting to the National Program Officer (M&E and AAP),the successful candidate will be responsible for the deliverables outlined in the following sections:
Responsibilities and Accountabilities
- Support the development of M&E data collection tools for surveys and field monitoring tools and checklists in Kobo Toolbox, ODK etc., to record best practices and areas of improvement during program implementation.
- In the assigned province, support in organizing various post-distribution monitoring surveys follow up monitoring surveys and KAP studies etc., including organizing training sessions for field-based data enumerators and launching data collection pilots to ensure information is complete and accurate.
- Conduct initial analysis and manage quantitative and qualitative data collected through household survey questionnaires, focus group discussions, key informant interviews, and draw references to address the programming informational needs related to gaps, challenges, achievements, or success. Including providing support in drafting the first survey reports.
- Hold field monitoring visits and spot check visits during the implementation of programme activities of multi-thematic interventions. Conduct debrief sessions based on the monitoring observations, comparing with the minimum standards with the concerned program staff, and record observations on the database.
- Work closely with the field programme teams and operations teams, and Implementing Partners (IPs) when applicable, to ensure the alignment of M&E requirements throughout implementation of project goals and ensure adherence to specific monitoring donor requirements.
- Assist in maintaining and updating Result Monitoring Frameworks (RMFs), to track progress against set indicators, and support in conducting program evaluation on a field level.
- Support in organizing capacity building sessions on M&E and on AAP for implementing partners and IOM field staff as and when needed.
- Assist in ensuring accountability to the affected populations framework pillars of participation, information sharing, and transparency, establishing and implementing a complaints and feedback mechanism and coordination, during the program cycle before, during, and after implementation.
- Support in reviewing complaints received by beneficiaries and assist in resolving the complaints and incorporating feedback through engaging IPs, IOM program field staff.
- Liaise with the IOM call center in Islamabad to manage and respond to complaints received through the call center. Maintain and update the complaints and feedback database and share periodic reports with the M&E and AAP officers at the country office.
- Any other duties might be requested by the direct supervisor / senior management.
Required Qualifications and Experience
EDUCATION
- Bachelor’s degree in development studies, social sciences, or economics, or a related field from an accredited academic institution with three years of relevant professional experience, or a High School diploma with five years of relevant professional experience
EXPERIENCE
- Experience in conducting multi-sectoral surveys and overall experience in supporting monitoring and evaluation activities.
- Experience in developing data collection tools and managing M&E data with international organizations and UN agencies.
- Experience in conducting capacity-building sessions.
- Experience working with feedback and complaints mechanisms and/or AAP activities.
- Extensive work experience in challenging environments.
- Experience of working in humanitarian situations is highly desirable.
SKILLS
- Demonstrated skills in programme monitoring and evaluation, report writing, and analysis.
- Demonstrated skills in developing tools in Kobo, ODK, etc., and data management systems for monitoring and evaluation services.
- Proficient in Microsoft Office (word, publisher, excel, and power point).
- Experience in supporting the management of evaluation processes, including with multiple stakeholders.
- Understanding of participatory approaches, quantitative and qualitative data collection, analysis, logic modeling/logic framework analysis.
- Strong knowledge and understanding of M&E and AAP standards.
- Understanding of gender considerations.
Languages
REQUIRED
For this position, fluency in English and Urdu is required (oral and written).
DESIRABLE
Working knowledge of Pashtu and Balochi, or any other local language/s.
