Terms of Reference (TORs) – Mobilizers / Community Outreach Officers
Location: Peshawar, Mardan, Swabi
Position Title: Mobilizer / Community Outreach Officer (COO)
Reporting To: District Coordinator (DC)
Positions: 10 total
- Peshawar: 3 female + 1 Male
- Mardan: 2 female + 1 Male
- Swabi: 2 female + 1 Male
1. Purpose of the Position
Mobilizers/Community Outreach Officers (COOs) will support District Coordinators in achieving outreach, mobilization, project trainees identifications and registration targets. They will identify, screen, and register young women (and eligible workforce returnees) into the program, ensuring inclusivity and transparency. Mobilizers will also liaise with community leaders, universities, colleges, local institutions, and private sector platforms to generate awareness and attract the right participants.
2. Key Responsibilities
A. Outreach & Beneficiary Mobilization
- Conduct field visits to communities, academia, universities, colleges, training centers, markets, and chambers of commerce.
- Implement awareness campaigns (orientation sessions, flyers, digital outreach, community meetings) to inform women and families about the D4WEE program.
- Identify and register eligible trainees as per defined project criteria across Tiers 1, 2, and 3.
- Ensure participation of women from marginalized groups, rural/peri-urban areas, and those facing cultural or financial barriers.
B. Registration & Data Management
- Assist in screening and verifying beneficiary eligibility (age, education, motivation).
- Collect and enter beneficiary data accurately in the registration database.
- Maintain confidentiality and ensure adherence to data protection protocols.
C. Stakeholder Engagement
- Establish and maintain contacts with universities, colleges, local community leaders, women’s groups, and business associations.
- Support DCs in organizing district-level orientation and information-sharing events.
- Engage families, guardians, and community influencers to build trust and encourage participation.
D. Monitoring & Reporting
- Submit weekly field activity reports, including outreach numbers, registration progress, and community feedback.
- Highlight barriers faced during mobilization (e.g., cultural restrictions, accessibility issues) and propose solutions.
- Document success stories and case studies from beneficiaries.
3. Required Qualifications & Experience
- Bachelor’s degree in Social Sciences, Education, Gender Studies, or equivalent (Intermediate with strong field experience may also be considered).
- Minimum 2 years of experience in community mobilization, outreach, or youth/women’s empowerment programs.
- Familiarity with the local socio-cultural context of KP (Pashto-speaking candidates strongly encouraged).
- Strong interpersonal and communication skills for engaging diverse stakeholders.
- Basic digital literacy (MS Office, social media use for outreach).
- Female candidates will be strongly preferred; at least one male mobilizer per district to facilitate access in conservative community settings.

5. Duty Station & Travel
- Based in assigned district office (Peshawar / Mardan / Swabi).
- Daily field visits within the district are mandatory.
- Occasional travel outside the district for training/coordination.
6. Reporting Line
- Reports to the District Coordinator (DC).
- Works closely with trainers, local partners, and community stakeholders.
