1. Background

Laar Humanitarian and Development Programme (LHDP) is implementing the drought anticipatory action project (Phase I) under the Start Ready/National Reserve framework in Sindh. As part of its operational readiness activities, LHDP plans to design monitoring and reporting tools for the anticipatory phase in any one of the Sanghar, Shikarpur, or Tharparkar districts.

These tools will support the implementation and monitoring of Activities 1.2.4, 1.2.6, and 1.4.4, and help establish clear Means of Verification (MoVs) during the implementation of Phase II (anticipatory actions).

2. Objective of the Assignment

The objective of this assignment is to design practical, user-friendly monitoring and reporting tools, including checklists, WhatsApp reporting structures, and standard formats, to support field teams during activation and strengthen MoV tracking.

3. Scope of Work

  • Design field-use monitoring checklists for specific activities.

  • Develop simple WhatsApp reporting structures for rapid field updates during activation.

  • Prepare standard reporting formats and templates aligned with donor and LHDP requirements.

  • Clearly link tools with expected outputs and Means of Verification (MoVs).

4. Key Deliverables:

  • WhatsApp reporting structures and guidance notes.

  • Standard reporting formats and templates.

  • MoV mapping is linked to each tool.

  • Soft copies of all tools in editable formats.

5. Duration of Assignment

The assignment is expected to be completed by the consultant within 7–10 working days from the date of contract signing.

6. Location

The consultant can complete this activity virtually. There is no need for the field visit.

7. Reporting Line

The consultant will report to the LHDP Programme.

8. Required Qualifications and Experience

  • Basic degree in social sciences.

  • At least 3–5 years of experience in monitoring, reporting, or MEAL systems.

  • Practical experience designing field monitoring tools and reporting formats.

  • Familiarity with humanitarian and anticipatory action programmes.

  • Experience with WhatsApp or mobile-based reporting systems is an advantage.

  • Strong English documentation skills.
