Job Summary:

The Climate Change Specialist (CCS) will provide technical expertise and strategic guidance to integrate climate change mitigation and adaptation strategies into CARE International’s enterprise development and green skills projects. The CCS will ensure climate-smart technologies, sustainable business practices, and environmental standards are effectively embedded in project planning, SME advisory services, and program implementation. The role also contributes to knowledge management, capacity building, and compliance with CARE, donor, and national environmental standards.

The Climate Change Specialist provides technical leadership in integrating climate-smart solutions, environmental sustainability, and green economic practices across all project components. The role focuses on supporting SMEs, TVET institutions, and private-sector partners to adopt climate-resilient, resource-efficient, and environmentally responsible technologies and business practices.

The Specialist drives the development of technical content, awareness materials, capacity-building tools, technical assessments, climate vulnerability analysis, and policy recommendations aligned with GIZ, national climate frameworks, and global best practices.

1- Technical Leadership on Climate-Smart Solutions (30% of the time):

- Contribute in proposal and concept development and provision of support to business development centers,
Provide technical guidance on climate-smart technologies relevant to SMEs (energy efficiency, resource management, waste reduction, renewable options, etc.)

- Support project manager in execution of the interventions and support is developing technical SOPS and ensure the quality implementation of the project.

- Lead the identification, assessment, and promotion of green and climate-resilient practices.

- Ensure all interventions align with Pakistan’s national climate change policy, NDC targets, and Green Economy frameworks.

- Support design and implementation of pilot demonstrations of climate-smart technologies within SMEs.

- Provide technical guidance on climate-smart technologies suitable for SMEs in agriculture, manufacturing, and services sectors.

- Develop and maintain climate change integration strategies within project work plans, trainings, and awareness campaigns.

- Identify opportunities to reduce carbon footprint and enhance resource efficiency in project-supported SMEs.

- Support project teams in incorporating environmental considerations into enterprise development frameworks.

- Ensure to develop TORs in case of hiring of consultant for trainings.

- Advise on climate risk assessments and adaptation strategies for SME operations.

2- Capacity Building & Training Development (30% of the time):

- Develop awareness materials, and technical toolkits for SMEs, TVET institutions, and enterprises.

- Supervise training sessions, workshops, and technical orientations on climate resilience and adaptation strategies.

- Support project staff, SMEs, and partners on climate mitigation, environmental compliance, and green practices.

- Practical demonstrations for SMEs, including women-led enterprises, on energy efficiency, water management, waste management, and sustainable production practices.

- Support the development of peer learning networks and knowledge-sharing platforms for climate-smart enterprise practices.

- Provide post-training follow-up support to SMEs for adoption of climate-smart technologies.

- Mentor project staff on climate risk integration and monitoring tools.

3- Advisory Support to SMEs & Sector Partners (20% of the time):

- Lead baseline and diagnostic studies related to climate change and green skills.

- Identify feasible and affordable climate-smart technologies for SMEs in Pakistan.

- Produce analytical reports, policy briefs, and guidance documents based on findings.

- Provide one-on-one advisory support to SMEs on integrating climate-smart solutions.

- Inform businesses about available incentives, financing opportunities, and technologies for climate adaptation and mitigation.

- Facilitate linkages between SMEs and technology vendors, service providers, and green finance mechanisms.

4- Reporting and Stakeholder Engagement & Policy Coordination (15% of the time):

- Track performance of climate-smart interventions and document results.

- Contribute to case studies, success stories, and knowledge products uploaded to the Digital Knowledge Hub.

- Review technical sections of monthly, quarterly, and annual donor reports.

- Design and deliver awareness sessions, provide subject-matter expertise on green skills and climate-smart technologies

- Ensure safeguarding, PSEAH and Do No Harm principles are upheld.

- Engage government bodies (MoCC, provincial environment departments), chambers of commerce, academia, and private-sector organizations.

- Participate in national/regional climate forums, working groups, and knowledge-sharing events.

- Support policy dialogue and ensure project alignment with government climate priorities.

- Oversee environmental and social compliance related to climate-smart technologies.

5- Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

- Master’s degree in Climate Change, Environmental Science, Natural Resource Management, Environmental Engineering, Sustainability Studies, or a related field.

- Additional certifications in climate adaptation, mitigation, or green technologies are an asset.

B) Experience/ Technical Skills 

- Minimum 5–7 years of relevant experience in climate change programming, environmental sustainability, green technology promotion, or climate-smart agriculture/industry.

- Experience working with SMEs, private sector development programmes, or TVET systems is highly preferred.

- Experience with GIZ, UN, USAID, or similar donor-funded projects is an advantage.

- Proven experience conducting climate assessments, carbon audits, or environmental impact studies.

Technical Skills

- Strong knowledge of climate resilience, mitigation strategies, renewable energy, and resource efficiency.

- Familiarity with Pakistan’s national climate frameworks and global standards (IPCC, Paris Agreement, SDG 13).

- Ability to translate technical content into user-friendly training materials.

- Proficiency in data analysis tools and environmental modelling (advantage).
