Job Summary:
The Enterprise Development Officer (EDO) will support the implementation of CARE International’s entrepreneurship and SME development initiatives, focusing on promoting green skills, climate-smart technologies, and sustainable business practices. The EDO will facilitate SME identification, capacity building, training, advisory services, and partnership linkages while ensuring women & girls sensitive and inclusive engagement. The role will contribute to program planning, monitoring, evaluation, reporting, knowledge management, and innovation to strengthen SME competitiveness and long-term sustainability.
The Enterprise Development Officer plays a key role in engaging Small and Medium Enterprises (SMEs), supporting their adoption of green skills and climate-smart practices, and strengthening their linkages with TVET graduates, business associations, and service providers.
The EDO is responsible for identifying SMEs, conducting assessments, delivering awareness sessions, facilitating technical support, documenting best practices, and ensuring women-led enterprises are effectively included.
This role demands strong business development skills, field mobilization capacity, and understanding of private-sector challenges in climate-smart transformation. The officer ensures program quality, compliance, and effective reporting while fostering peer networks, innovative tools, and business opportunities for women entrepreneurs. By building strong partnerships and promoting visibility through events, exhibitions, and strategic engagements, the position contributes to advancing women's economic empowerment and sustainable entrepreneurship in Pakistan.
This position will be based in Gilgit with 80% field travel.
1- Program Planning, Coordination, and Implementation (30% of the time):
- Support development of detailed work plans, field visit schedules, and training calendars.
- Assist in organizing events, workshops, exposure visits, and SME assessments.
- Conduct field visits to engage SMEs, chambers of commerce, industrial associations, and business networks.
- Maintain updated SME directories and profiles, including women & girls disaggregated data.
- Facilitate communication and coordination between SMEs and project teams.
- Support the planning and delivery of awareness sessions, trainings, and demonstrations on green skills, climate-smart technologies, and sustainable business practices.
- Ensure women & girls and sector specific targets are met in all project activities.
- Identify, assess, and enroll SMEs across targeted regions, ensuring at least 30% women-led enterprises.
- Conduct SME screening based on readiness, adoption potential, and business growth prospects.
- Maintain accurate and updated records of SME engagement and participation.
- Support SMEs in understanding the benefits of climate-smart technologies and green practices.
2- Develop Enterprise Assessments, Data Collection and Report tools (30% of the time):
- Conduct SME baseline assessments covering current practices, capacity gaps, adoption of green practices, and training needs.
- Collect, manage, and analyze high-quality women & girls disaggregated data using digital tools such as KoBo/ODK.
- Support midline and endline assessments, focus group discussions (FGDs), key informant interviews (KIIs), and surveys.
- Facilitate field-level implementation, coordinate with local stakeholders, supervise and support the activities in their respective districts, and provide regular progress updates to the Project Manager.
- Document best practices, innovations, and SME success stories for knowledge-sharing and reporting.
- Prepare monthly field reports, case studies, and success stories for internal and donor use.
- Ensure compliance with CARE and GIZ safeguarding and environmental standards.
3- Business Advisory Support, Networking & Partnership Building (20% of the time):
- Provide hands-on guidance to SMEs on green skills, energy efficiency, waste management, and climate-smart technologies.
- Facilitate linkages to service providers, technology vendors, financial institutions, and market opportunities.
- Deliver tailored support to women-led enterprises, addressing their specific challenges.
- Coordinate with Chambers of Commerce, SMEDA, TEVTA/TVET institutes, and private-sector partners.
- Organize matchmaking sessions between SMEs and skilled TVET graduates to strengthen workforce integration.
- Build and strengthen local networks to sustain climate-smart business practices beyond project duration.
4- Reporting, Compliance, Knowledge Management, Innovation & Digital Solutions (15% of the time):
- Prepare monthly, quarterly, and annual reports, ensuring accuracy, timeliness, and compliance with CARE and donor requirements.
- Collaborate with operations, finance, procurement, and communications teams to ensure effective program delivery.
- Support development of visibility content, case studies, and success stories for knowledge dissemination.
- Co-design and pilot innovative training tools, digital mechanisms, and peer networks to enhance SME access to knowledge, markets, and finance.
- Drive program innovation to strengthen enterprise adaptability and market responsiveness.
- Promote accountability, transparency, and effective knowledge-sharing across stakeholders.
-Assist in designing and facilitating trainings, workshops, and demonstrations for SMEs on entrepreneurship, financial literacy, and green practices.
- Contribute to training material development, including guides, handbooks, and case studies.
- Provide post-training follow-up support to ensure knowledge application and adoption of green practices.
5- Other responsibilities as assigned: (05% of time)
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
- Master’s degree in Business Administration, Economics, Development Studies, Social Sciences, or related field, or equivalent combination of education and work experience.
- Specialized training or certifications in entrepreneurship development, financial literacy, project management, or women & girls and social inclusion (GESI) is an advantage.
B) Experience/ Technical Skills
- Minimum 5–7 years of relevant professional experience in entrepreneurship development, SME support, program implementation, or women’s economic empowerment.
- Proven experience in training design, facilitation, community mobilization, and capacity-building.
- Exposure to INGO/donor-funded projects, private sector partnerships, or market systems development.
- Experience in stakeholder engagement with government institutions, financial institutions, and community organizations.
- Familiarity with MEAL processes, baseline surveys, FGDs, KIIs, and reporting requirements.
- Proficiency in MS Office, digital collaboration tools, and data management systems.
- Strong written and verbal communication skills in English and Urdu; regional languages are an asset.
