Position Objective: Provide robust financial management and oversight for the donor-funded project and its implementing partners. Ensure compliance with ACF financial policies, donor regulations, and national laws while strengthening partner financial capacity and enabling timely, transparent fund flows.

Relevant Experience:

  • Master’s in Finance, Accounting, Business Administration, or related field; professional accounting qualification (ACCA, CA, CPA) preferred; or equivalent qualification.
  • Minimum 4 years of overall experience and 2 years in relevant field in develioment sector, specially in partner/sub-award management .

Job Description:

Mission 1 Financial Planning and Budget Management:

  • Support development of project and partner budgets during emergency response.
  • Maintain and update Budget Follow-Ups (BFUs) and cash flow forecasts; advise PM on budgetary implications and corrective actions.
  • Monitor partner budget utilization and ensure alignment with approved budgets and donor conditions.
  • Prepare monthly/quarterly financial statements, variance analyses, and financial dashboards for PM and Finance Manager.
  • The Partner Finance Officer provides feedback to partners on cash forecasts and liquidations, and works closely with the Finance and PD departments to process disbursements on time.
  • Participates in other projects that contribute to the overall objectives of the organization to ensure flexibility of the role if/as the need arises.

 Mission 2 Financial Compliance and Controls:

  • Ensure all financial transactions comply with ACF policies, donor rules, and national regulations.
  • Perform regular spot check visits to partners after reception of financial report, ensuring that partners are in compliance with local accounting laws, partner policy and ACF/Partner Agreements.
  • Maintain accurate accounting records: vouchers, invoices, receipts, bank reconciliations
  • Implement and monitor internal controls for partner sub-awards and cash transfers
  • Oversee timely processing of partner claims, advances, and liquidation of funds.
  • Review specific donor requirements and ACF reporting requirements with appropriate partner staff as part of orientation to financial grant management prior to implementation.
  • Support internal and external audits; prepare audit schedules and respond to audit queries.

 Mission 3 Partner Due Diligence and Capacity Strengthening:

  • Conduct financial due diligence and risk assessments for prospective and existing partners.
  • Support partners to establish simple, robust financial systems and documentation practices.
  • Training to ACF existing as well as new hires of programming department on relevant ACF financial policies and procedures.
  • Training to partner’s finance staff on ACF partner procedures for better compliance of Policies and procedures.
  • Provide training to partner’s program staff in application of best practices of financial management.

 Mission 4 Reporting and Representation:

  • Prepare donor financial reports, interim financial statements, and final financial reports in coordination with PM and Head of Finance.
  • Represent ACF in financial coordination meetings with donors, partners, and stakeholders.
  • Contribute to lessons learned and financial best-practice documentation.

  Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
