JSI Research & Training Institute, Inc. (JSI) is a US-based public health consulting firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the world—and has been operating in Pakistan for 25 years. In Pakistan, JSI is implementing the Integrated Health Systems Strengthening - Service Delivery Activity (IHSS-SD) funded by US Government. The IHSS-SD Activity will improve the health of underserved populations in Sindh using innovative approaches in Global Health Security (GHS), Tuberculosis (TB), and Health Systems Strengthening
The Regional Field Manager (RFM) will be responsible for overseeing field implementation, monitoring, and data validation of USG funded IHSS-SD Activity in the assigned districts of Sindh. The position ensures high-quality field execution, accurate and timely data reporting, effective coordination with District Health Offices (DHOs), DDSRUs Focal Person, District TB Coordinators and implementing partners. The position plays a critical role in operationalizing the IHSS-SD Activity’s Collaborative, Learning, and Adaptive (CLA) approach by ensuring that field monitoring and validated data continuously inform learning, coordination and program improvements.
Duties and Responsibilities:
1. Management of Field Activities
-
Plan, coordinate, and manage regional field activities, including monitoring visits, assessments, and supportive supervision.

Develop monthly and quarterly field visit plans, ensuring geographic coverage and need-based prioritization.
-
Ensure timely completion of assigned field tasks in line with IHSS-SD Activity AWP timelines and expectations.
2. Coordination & Stakeholder Engagement
-
Serve as the primary regional liaison with:
-
District Management (Deputy Commissioners)
-
District Health Office (DHOs)
-
District Manager (PPHI)
-
Focal Person District Disease Surveillance & Response Units (DDSRUs)
-
District TB Coordinator, DTOs
-
PMDT and BMUs staff
-
Consortium partners – Contech and RSPN
-
Facilitate coordination meetings, field visits, and follow-up actions with district authorities and partners.
-
Support districts in addressing operational, reporting, and coordination challenges related to GHS and TB activities.
-
Provide mentoring support as and when required.
-
Ensure alignment of consortium partners-implemented activities with IHSS-SD standards and reporting requirements.
3. Field Monitoring & Supervision (GHS & TB)
-
Conduct routine and targeted field monitoring visits to health facilities, laboratories, BMUs, DDSRUs, Animal DDSRUs.
-
Ensure implementation of GHS interventions according to the approved AWP on Checklists provided as toolkit:
-
IDSR online reporting on DHIS-2
-
IPC plans in selected secondary hospitals in allocated districts
-
Utilization of IPC equipment
-
Support MS in reflecting IPC funds in annual budget
-
Participate in regular IPC committee meetings
-
Public Health Labs strengthened by IHSS-SD Activity according to the checklist
-
Monitoring and Supervision of Labs
-
Monitoring, Supervision and Mentoring of the strengthened EPI centers:
-
Report progress on routine immunization coverage and response to Alerts.
-
Monitor the capacity development activities in the districts
-
Review the field plans and use of recording and reporting digital tools
-
Regular meetings with District EPI Coordinators
-
Veterinary programmatic activities oversight according to the checklist (TBD)
-
Ensure implementation of TB interventions according to the AWP: (case finding, referral, diagnostics, HTL, TPT compliance, MTB Vans community outreach).
-
Use standardized Monitoring & Supervision (M&S) checklists and ensure adherence to IHSS-SD SOPs.
-
Validate implementation progress against approved workplans, micro-plans, and district targets.
-
Report on USG agreed TB and GH indicators.
-
Share success stories with supervisor.
4. Data Validation & Quality Assurance
-
Conduct systematic data verification and validation of GHS and TB data across multiple platforms, including:
-
IDSR reports and alerts
-
DHIS-2 (case-based and aggregated modules)
-
BMU records (TB03, TB05, TB07)
-
Digital applications and dashboards supported by IHSS-SD Activity
-
Verification of reports at facility and district levels to assess completeness, accuracy, timeliness, and consistency of reported data.

Identify data discrepancies, root causes, and systemic gaps; provide on-site corrective guidance to district teams and facility staff.
-
Prepare data quality assessment (DQA) summaries and share findings with supervisor.
5. Reporting, Learning & Adaptive Management
-
Prepare structured field monitoring reports, including findings, data quality issues, best practices, and actionable recommendations.
-
Contribute to dashboard reviews, learning sessions, and CLA activities by providing field-based insights and trend analysis.
-
Track follow-up actions from previous monitoring visits and verify closure of agreed corrective measures.
-
Support provincial and regional reviews by providing evidence-based field inputs for decision-making.
6. Capacity Building & On-Site Support
-
Provide on-the-job coaching and mentoring to facility staff related to IDSR and TB on:
-
Correct use of recording and reporting tools
-
Digital applications and dashboards
-
Data quality standards and performance monitoring
-
Support rollout, piloting, and scale-up of digitized monitoring tools and surveillance systems.

Participate in M&E Working Group meetings/district coordination meetings/quarterly review meetings.

Qualifications and Experience:
Education
-
MBBS, MPH, MSPH, MSc in Public Health or Epidemiology.
Experience
-
Minimum 7–10 years of progressively responsible experience in public health programs, preferably in GHS/IDSR and TB.
-
Demonstrated experience in implementation, field monitoring, data quality assurance, and supervision at district and facility levels.
-
Strong familiarity with Sindh Public health systems, DHIS-2, IDSR, TB reporting structures, and outbreak response mechanisms.
-
Prior experience working with USG-funded or other donor-funded projects is highly desirable.
Technical Skills & Competencies
-
Strong understanding of GHS frameworks, IDSR, and the 7-1-7 strategy.
-
Sound knowledge of TB program implementation, including diagnostics, case-based surveillance, and referral systems.

Proven skills in data validation, analysis, and interpretation.
-
Proficiency in digital data collection tools, dashboards, and MS Office.

Excellent coordination, communication, and stakeholder-management skills.
-
Ability to work independently, manage multiple priorities, and travel extensively within assigned districts.
