Job Purpose
The Project Manager will be responsible for overseeing the implementation and management of the project. This role focuses on managing the overall project operations, ensuring timely delivery of program objectives, managing staff and resources, ensuring compliance with project guidelines, and ensuring effective coordination between stakeholders. The Project Manager will play a critical role in maintaining the quality of training programs, job placement services, and ensuring the project's goals are met efficiently.
Main Duties and Responsibilities
- Lead the overall planning, coordination, and execution of the project.
- Develop and implement project plans, timelines, and milestones to ensure the achievement of project objectives.
- Oversee the day-to-day operations of the project and ensure that activities are completed according to schedule.
- Manage and supervise all project staff.
- Organize and conduct regular team meetings to ensure effective communication and problem-solving.
- Provide leadership and mentorship to team members, ensuring they are trained, motivated, and equipped to perform their roles effectively.
- Develop and maintain relationships with key stakeholders, including government agencies, employers, training centers, and other relevant entities.
- Facilitate communication between the HHA Core Staff, stakeholders, and partners.
- Represent the project in meetings, workshops, and forums, advocating for the objectives and progress of the program.
- Oversee the monitoring and evaluation process of the project to assess progress, track outcomes, and ensure the program meets its objectives.
- Ensure that data is collected, analyzed, and reported in line with PSDF guidelines and other reporting requirements.
- Review and analyze reports from the project team to ensure that project targets are being met.
- Ensure that the project complies with financial reporting and auditing requirements as per organizational and donor standards.
- Monitor project expenditures and take corrective action as needed.
- Identify potential risks to the project and develop mitigation strategies.
- Address challenges and obstacles that arise during project implementation, ensuring that they are resolved promptly.
- Report any project delays, issues, or concerns to HHA top management and propose solutions.
- Prepare and submit regular progress reports, including weekly updates, monthly plans, and quarterly reports.
- Ensure proper documentation of project activities, successes, and lessons learned.
- Share project results, success stories, and achievements through various channels, including social media, newsletters, and reports.
- Ensure that all project activities are conducted in accordance with organizational policies and project guidelines.
- Maintain high standards of quality in training delivery, job placements, and other project-related activities.
- Develop Standard Operating Procedures (SOPs) and ensure effective retention of project trainees throughout the project cycle.
- Perform any other duties as assigned by Director Programs & Partnerships to support the success of the project.
Qualifications
- Bachelor’s degree in project management, Business Administration, Social Sciences, Development Studies, Education, or a related field (Master’s degree preferred).
- Certification in Project Management (PMP, PRINCE2, or equivalent) will be an added advantage.
Experience
- Minimum 5–7 years of relevant experience in project management, preferably in skills development, vocational training, education, or donor-funded projects.
- Proven experience managing multi-stakeholder projects involving government bodies, donors, and private-sector partners.
- Demonstrated experience in team leadership, budgeting, procurement coordination, and reporting.
- Prior experience working on PSDF or similar donor-funded projects will be considered a strong advantage.
Required Skills & Competencies

- Excellent leadership, team management, and interpersonal skills.
- Strong analytical and problem-solving abilities with a proactive approach.
- Excellent written and verbal communication skills in English and Urdu.
- Sound understanding of monitoring & evaluation frameworks, data management, and reporting requirements.
- Working knowledge of financial management, procurement processes, and compliance standards.
- Ability to manage multiple priorities under tight deadlines.
- High level of integrity, professionalism, and accountability.
