ToR -Health Screening of School Children – Dera Ismail Khan,Khyber Pakhtunkhwa

Implementing Partner: PMS

1.     Background

Under the ILMPact Project, PMS aims to promote inclusive and equitable education by ensuring early identification and support for children with health or disability-related challenges. In this quarter, PMS will conduct health screenings of 10,000school children across 25 government girls schools in DI Khan, focusing on identifying physical, sensory, cognitive, and developmental disabilities that may affect learning and participation.

2.     Purpose of the Assignment

The purpose of this assignment is to carry out comprehensive school-based health screenings for children in DI Khan to:

  • Identify students with potential health or developmental concerns.
  • Detect disabilities or impairments (vision, hearing, speech, mobility, cognitive).
  • Recommend appropriate referrals and assistive devices.
  • Promote early intervention, inclusive education, and health awareness among teachers and parents.

3.     Scope of Work and Responsibilities

A.     Health Screening

  • Conduct structured medical and developmental screenings using approved tools (e.g., WHO Ten Questions, Washington Group Child Functioning Module).
  • Assess children’s growth, vision, hearing, speech, mobility, and overall physical and mental wellbeing.

B.     Documentation and Reporting

·       Conductschool-basedmedicalcampsforEye,Hearing,andPhysicalScreeningfor aprox 10,000 children in 25 government girls school schools.

·       Medical team comprising 3 specialized female medical practitioners (1- ophthalmologist, 2-ENT/audiologist, 3-physiotherapist/ orthopedic).

·       Identifyanddocumentfunctionaldifficultiesanddisabilitytypesamongchildren.

·       Recommendsuitableassistivedevicesandreferralsforapproximately 500children withmildtomoderatedisabilities.

·       ExpectedtimelinefortheassignmentisDecember 15,2025toJanuary 30,2025.

·       Theaveragestudentsat oneschoolareexpectedto be300-500 children, total approx. 10,000 in25schools in Dera Ismail Khan  (Tehsil Dera Ismail Khan).

·       Payment will be released within 15 days after completion of assignment through cross cheque.

·       Applicabletaxesshallbeincludedintheproposedcost.

·       Listoftargetschools to be provided by PMS

C.     Expected Deliverables

·        ConductEyeScreeningusingrequiredmedicalequipment.

·        ConductHearingScreeningusingfunctionaltests/equipment

·        Observe for Physical Impairments (limb deformities, motor difficulty, posture challenges, etc.).

·        Consultantmustmanageallequipment/toolsrequiredfordisabilityscreening.

 

D.    EligibilityCriteria

·       Mustberegisteredwithrelevanthealthauthorities/PMDC.

·       Licensed specialists in relevant medical fields (1-ophthalmologist, 2-ENT/audiologist, 3-physiotherapist/orthopedic).

·       Provenexperienceinschool/community-basedscreeningormedicalcamps.

·       PossessvalidNTNandinstitutional/individualregistrationcertificates

·       Site/CampManagement

·       Applicants will manage and arrange transportation, travel arrangements to schoolsite.

·       PMS will manage/support school-based camp logistics and facilitation for the medical team.

Ophthalmologist/ENT specialist / Medical officer (female doctor, experience in school Health screening)

Key Responsibilities:

·        Conduct comprehensive health screenings, including physical, developmental, and functional assessments of school children.

·        Identify signs of physical, cognitive, or psychosocial impairments requiring further evaluation.

·        Oversee the screening team (optometrist, audiometrist, FMT, data assistant) to ensure proper coordination and coverage.

·        Ensure ethical, child-friendly, and inclusive screening practices.

·        Provide preliminary diagnosis and referral notes for children requiring specialized care.

·        Verify data entered in Kobo forms and approved completed records.

·        Prepare daily summaries and submit them to the Team Lead / Project Manager.

·        Ensure compliance with PMS’s child safeguarding and confidentiality standards.

 

 

Optometrist

·       Conduct vision screening tests, including visual acuity, color vision, and eye alignment assessments.

·       Identify children with refractive errors, squints, or other visual impairments.

·       Record findings accurately and recommend appropriate referrals or corrective interventions.

·       Provide basic counseling on eye care and preventive measures.

·       Support the Medical Officer in overall child health assessment.

·       Assist in documenting screening results and maintaining confidentiality.

·       Contribute to data verification and ensure completeness in Kobo entries.

 

 

Audiometrist

·       Ensure entry screening data daily into Kobo Toolbox or other designated platforms.

·       Verify completeness and accuracy of records submitted by field teams.

·       Maintain a digital and hard-copy database of screened children.

·       Generate daily and weekly progress summaries for submission to the Team Lead.

·       Support the Medical in preparing analytical reports and dashboards.

 

 

Data assistant

·       Compile and record screening data daily into Kobo Toolbox or other designated platforms.

·       Verify completeness and accuracy of records submitted by field teams.

·       Maintain a digital and hard-copy database of screened children.

·       Generate daily and weekly progress summaries for submission to the team Lead.

·       Support the Medical Officer and Project Manager in preparing analytical reports and dashboards.

·       Troubleshoot basic data or device issues in coordination with the M&E team.

·       Ensure data confidentiality and adherence to PMS’s information protection protocols.

  • Start Date: 15, December 2025
  • End Date: 15, January 2025
  • Total Duration: 30 days
  • Target: 10,000 children in 25 Schools

The activity will be conducted during school working hours at a designated school, ensuring a comfortable and child-friendly environment for all students. Female parents or guardians will be invited to attend on the day of screening, and the findings and recommendations related to their child’s health will be shared with them in confidence. This is essential that minors are screened in the presence of a parent, guardian, or teacher to ensure transparency, comfort, and safeguarding.

5.     Qualifications and Experience

  • MBBS, FCPS ophthalmology or equivalent medical qualification (PMC-registered).
  • 3–5 years of experience in Ophthalmology, school, or community health programmers.
  • Knowledge of disability identification and inclusive education.
  • Good communication, data recording, and reporting skills.

6.     Inclusivity, Privacy and dignity

Each student will be examined and screened individually to ensure privacy and comfort. All health-related information collected during the screening will be treated as strictly confidential and will not be shared with other students, parents, or unauthorized persons. The process will uphold the dignity, respect, and inclusion of every child, regardless of gender, background, or health status.

 

7.     Reporting and Supervision

The health team will report to the PM for technical issues and for operational issues they will report to the Project Manager, ILMPact Project, PMS DI Khan.

8.     Ethical Considerations

  • Maintain confidentiality and child safeguarding standards.
  • Obtain informed consent from parents or guardians prior to screening.
  • Ensure all procedures are child-friendly and non-invasive.

9.     Technical Proposal

 

The bidder must submit the following document with the technical proposal. 

-          Company/consultant profile – including the list of relevant experiences

-         CV of proposed staff

-          One pager – plan of action for the proposed assignment

-          Work plan

-          Sample report of previously completed similar assignment.

  

10.  Financial Proposal

-          Proposed financial offer with complete breakdown of activities

-          The financial proposal must be submitted in PKR with tax.
