Job Summary:

The Team Leader will provide overall strategic leadership, technical guidance, and management oversight for an anticipatory project. The role ensures effective planning, coordination, and timely implementation of activities in line with quality and performance standards, including supervision of experts, consultants, and field teams.

The Team Leader will coordinate with relevant government counterparts and community institutions, oversee quality assurance and performance monitoring, and serve as the primary liaison with target communities to support the achievement of WASH and behavior change objectives.

This position is being advertised for an anticipatory project, with the duty station to be based in either Islamabad or Lahore.

1- Leadership, Oversight & Quality Management (30% of the time):

- Provide leadership support/oversight of project implementation including supervision of key and non-key experts, project/support staff, individual consultants and field staff.

- Lead the development and implementation of BCC project implementation, monitoring, coordination and evaluation strategy in line with quality and performance standards.

- Support and supervise project outcomes/activities including but not limited to, procurement management, handling of contract management issues, review of outputs, monitoring of project results and follow up on action plans and proposals.

- Provide leadership support to prepare project reports and deliverables and make presentations as and when required.

- Act as an interface between the BCC project and the target Tehsils/villages in order to facilitate efficient working relationships, coordination, and conflict resolution.

- Establish and lead a quality control system including risk management, the internal policies and procedures, internal audit, communication and coordination protocols etc. to plan and monitor the implementation of project activities more efficiently.

- Hold progress review meetings with the relevant stakeholders and maintain regular follow up and feedback on agreed actions.

2- Stakeholder Engagement, Representation & Coordination (25% of the time):

- Establish and maintain strong partnerships with relevant government agencies, civil society organizations, other consortium members and other stakeholders to leverage resources and maximize impact.

- Represent CARE and the project with key stakeholders at conferences, workshops, meetings, and other relevant industry gatherings.

- Lead team to provide effective coordination between and guidance to implementing partners, regional and district governments, project participants, and other key stakeholders.

- Supervise the administration of sub-recipient awards to ensure technical and financial compliance with donor and CARE standards.

- Develop effective working relationships with government partners, community bodies and civil society groups.

- Facilitate multi-stakeholder decision making, joint planning, field visits and review processes.

- Promote transparent communication and strong coordination channels between project teams and external stakeholders.

3- Programme Planning, BCC Strategy & Implementation Oversight (20% of the time):

- Lead the development and implementation of the BCC project implementation strategy.

- Oversee monitoring, coordination and evaluation in alignment with donor and CARE International quality standards.

- Ensure technical coherence across WASH, women & girls, safeguards, communications, training and community mobilization components.

- Guide technical specialists to ensure evidence-based, inclusive and environmentally compliant interventions.

- Ensure integration of cross-cutting areas including women & girls equality, social inclusion, environmental safeguards and community engagement.

4- Monitoring, Reporting & Documentation (20% of the time):

- Oversee monitoring of project performance, ensuring results are achieved within approved timeframes and standards.

- Lead development of project reports, presentations, updates and technical deliverables under the project.

- Ensure timely submission of high-quality donor reports, progress briefs and mission documentation.

- Work with MEAL, technical teams and field staff to document lessons learned, success stories and best practices.

- Support evaluations, audits and project reviews by ensuring availability of accurate documentation and data.

5- Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

- A university degree in Public Policy, Development Studies, Sociology, Business Administration, Economics, Public Relations, or relevant discipline ideally from a foreign institution.

B) Experience/ Technical Skills 

- In general, 20 years of relevant work experience in public administration, community mobilisation, communication and advocacy, institutional development, and training & capacity building.

- Preferably, experience of working in similar projects/assignments, in similar capacity, with international donors, and in organizations with comparable conditions.
