Job Summary: The Provincial Program Manager will work under the supervision and guidance of Head of Program. S/he shall be based at the provincial capital and responsible for overseeing and coordinating operations The Provincial Program Manager will be responsible for the implementation, coordination, management, development and representation of PMS programming in the province.  H/S will normalize Administration (HR/Finance), Logistics (Procurement, Supply) and Technical Programming to ensure smooth implementation of project in the province, ensure that field teams are prepared to respond to emergencies and ensure the safety and security of PMS staff and assets in their area of responsibility.

This is a challenging managerial position which directly line manages all key staff (Project Managers and Provincial support staff) at provincial level and promoting integration while acting as a conduit and focal point for Coordination as the senior representative of PMS in the province.

Objective # 1:

 

Effectively contribute to development of strategy and Implementation of in the province.

 

-          Contribute to the development of the Provincial Strategic Plan in collaboration with senior management and stakeholders.
Alignment with Organization Goals: Ensure that the  Provincial strategic Plan aligns with the overall goals and mission of the PMS.

-          Actively participate in the Country Strategy Review and provide provincial level inputs and ensure the implementation of strategies plans.

-          Examine possibilities for program expansion at both geographical and sectoral dimensions in the province.

-          Introduce Stakeholders: Identify and introduce key stakeholders involved in the project, including Management representatives, HODs, and any other relevant stakeholders.

Objective # 2:

 

Effective management of Program Implementation and operation in the province.

  • Ensure proper PCM follow up and implementation of project activities in line with the donor guidelines, workplans through line management of the PMs (and under the technical guidance of the Head of Program and thematic leads.
  •  Promote relevant, needs-based, integrated programming as per HOP directions/guidance in Donor/ PMS integration approaches.
  • Support and guide the PMs in the development of potential partnerships / alliances at provincial level.
  • Regular Review of project progress against planned objectives and ensure that the program outcomes are align with the contractual agreement.
  • Lead the project kick-off and close-out meeting for smooth implementation and close-out of the project in province.
  • Budget Analysis: Review the program's financial performance, ensuring that expenditures align with the allocated budget and donor compliance.
    Adherence to Standards, ensure that program activities adhere to established standards, best practices, and compliance requirements.

Objective # 3:

 

Area Base Representation/ Coordination and liaison

  • Act as the senior representative of PMS in the province, represent PMS at provincial coordination forums and liaise/exchange information with HOP and other to ensure common PMS positioning in humanitarian issues.
  • Lead field-level advocacy undertakings with the support of the HOP and CEO.
  • Meet regularly with all relevant stakeholders (Provincial/District authorities, local and international
    humanitarian and development actors, beneficiaries, etc.) and Ensure government compliance with national laws, regulations and best practices.
  • Development of an information (formal/informal) network for strategies positioning of PMS.
  • Establish and maintain partnerships with all stakeholders including UN and clusters and community to enhance the PMS impact.
  • Share regular updates of PMS activities, achievements, and challenges with relevant stakeholder.
  • Secure all NOC and approval for smooth operation at provincial level.

Objective # 4:

Monitoring, reporting and documentation 

  • Drafting and compilation of provincial level project reporting.
  • Ensure timely submission of donor report from the field level and ensure that all reporting aligns with the terms and conditions stipulated in the grant agreements.
  • Ensure regular update of project progress and submit report to Management of weekly and monthly basis.
  • File and archive documents related to projects in database and hard file for future record and reporting purpose.
  • Undertake regular field visits to review field findings and action plan development.
  • Prepare and submit reports as required; training reports, situational analysis reports and other reports needed by HOP.

Objective # 5:

 

Ensure the implementation of Internal and External Compliance

-          Understanding Policies: Ensure a deep understanding of internal/ external policies and procedures governing PMS operations and regularly monitor and assess compliance with internal / Donor policies in the province.

-          Develop and implement internal reporting systems to track compliance including timelines with organizational / donor policies.

-          Adherence to Donor Requirements: Ensure that project activities comply with the specific requirements outlined by donors.

-          Ensure the adherence to the Grant Agreement compliance specified in grant agreements.

Objective # 6:

 

Ensure the Accountability.

 

-          Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling PMS organizational values.

-          Holds the team and members accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance, and applying appropriate consequences when results are not achieved.

-          Creates an environment to lead, enable and maintain our culture of child safeguarding.

-          Ensure the beneficiaries accountability at the field level.

 

Job Specifications: 

Education:

  • Master's degree in a Social Sciences/Development Sciences or MBA (Project Management).
  • Certification Programme such as PMP (Project Management Professional) can be asset.

Work Experience:

  • At least 07 to 08 years of experience in project management and implementation of integrated projects.
  • 2 to 3 years of experience on the similar positions.
  • Minimum of 03 years in leadership role and team management and conflict resolution
