Request for Proposal (RFP) for the development of the Airport Community System (ACS) in Pakistan

The Pakistan Single Window (PSW) initiative aims at reducing the time and cost of doing business by digitalizing cross border trade and eliminating paper based manual processes. The PSW is a public sector company incorporated under section 42 of the Companies Act, 2017 by Pakistan Customs and has been notified as the operating entity of the PSW system by the Federal Government under the provisions of Pakistan Single Window Act, 2021. The PSW system began rolling out in July 2021. Phase 1 of the system was successfully completed in June 2022 in line with Pakistan’s commitment under the WTO Trade Facilitation Agreement. Currently, more than 73,000 users are registered with PSW using it to register online with Customs, file declarations for customs processing, and get their requests for import permits, release orders and other documents approved electronically.

PSW, in collaboration with International Finance Corporation (IFC) conducted a System Diagnostic Study in 2022 to identify the potential areas of improvement in the Air Cargo Sector of Pakistan and evaluate the feasibility of developing of an Airport Community System in Pakistan in line with international best practices. The study included an in-depth situational analysis of the existing setup and assessment of some key ACS solutions available in the market. As per finding of the study, Pakistan is significantly behind in implementing IT based solutions in the air cargo sector. Stakeholders in the air supply chain have varying levels of IT capabilities, with no connectivity with each other. Therefore, the development of an Airport Community System in Pakistan will be a significant contribution to enhancing the overall efficiency and effectiveness of supply chain processes.
