Key Responsibilities:

The Regional Program Manager (RPM) will be responsible for the overall management of Human Development Foundation programs and special projects in the program areas with the support of Senior Manager Program Implementation, Program Specialists and regional teams.

Program oversight

  •  Overall responsible for the current program implementation and ensuring full compliance to the organizational standards and donor’s requirement.
  • Provide support in the initiation, implementation of Baseline Studies, Surveys and situational analysis in each program component under the technical supervision of Program Specialists.  
  • Design and implement regional level contingency plans and support the integration of contingency planning for program and proposal design, where possible
  • In close coordination with Program Specialists and Senior Manager Programs develop and submit Annual Development Plan (ADP) of the region
  • Revitalize the community level development structures through social organization, capacity development, mass awareness and sensitization to ensure sustainability of the HDF program.
  • To make sure that all the program areas (Education, Health, Livelihood, WASH and Agriculture) quarterly plans are developed and approved from Senior Program Manager, Program Specialists and GM Programs.
  • To monitor the program implementation and suggest improvements to track all activities are aligned with the HDF plan of Actions and Donors requirements.
  • Prepare and submit all programmatic progress reports/donor reports in close coordination with Program Specialists and MEAL Team.
  • Ensure the Community Feedback mechanism is established and beneficiaries are reporting by using designated channels.

 New program development

  • Responsible for initiating new projects assessments, surveys and situational analysis reports under the direct supervision of Program Specialists, MEAL, Senior Manager Programs and Foundation Development Team.
  • Provide feedback to GM Programs & Projects and CEO in designing of new programs/projects proposals to meet the needs of the target population
  • Mapping of potential donors in HDF program areas and coordinating with Senior Manager Programs and Foundation Development Team for solicitations.

Operational Management – Financial, Administrative and Human Resource

  • Ensure high quality reporting on financial expenditures to the program’s donors and head office
  • Participate in the Monthly Budget Vs Actual exercise and manage budget laps.
  • Supervise Finance and Administration staff and ensure proper bookkeeping of all financial transactions at regional level
  • Responsible and act as safeguard of the HDF assets, buildings and staff   
  • Ensure that all Finance, HR, Admin and procurement policies and SOPs
  • Ensure high quality accountability, transparency in procurement of services, works, goods and selection of beneficiaries
  • Ensure compliance of approved budgets and preparation of periodic budget variance analysis.
  • Responsible for overall human resource planning at regional level,
  • Plan and approve program staff leave without affecting the program workplans and timelines.

Internal/External Coordination

  •  Responsible for coordination and cooperation between the provincial Govt. local administration, civil society organizations, cooperate sector and important stakeholders;
  • Participate in WCMs/MCMs and QCMs to share the updates of respective regions.
  • Collaborate with senior management and other marketing teammates to align HDF goals with new and existing partner relationships
  • Support in mobilization of resources from different partners, including the preparation of strategies, program briefs and project documents, organization of regular donor meetings and field visits;
  • Represent the HDF on different forums through active participation
  • Ensure timely reporting on projects with partners
  • Effective partnership built with national and international counterparts for successful implementation of the program
  • Keep a positive ongoing relationship with current partners and offer new ways to grow the partnership

Reporting Structure: The RPM will directly report to Senior Manager Programs/Projects and will be technically supervised by the Program Specialists.
