This Opportunity:

Palladium Pakistan is seeking an experienced Recruiter to join our team. The Recruiter will play a critical role in attracting and sourcing top talent for Palladium’s active programmes primarily, with ad hoc support for business development opportunities across various sectors, including in health, education, climate change, governance, and economic growth. The Recruiter will possess strong networking skills, a deep understanding of the Pakistani job market and sectoral talent across provinces, and experience in both headhunting and open advertisement strategies. This role requires the ability to deliver rapid, end-to-end recruitment solutions, particularly for Palladium’s technical assistance programmes, requiring speedy and concurrent advertisement, sourcing, and interviewing for multiple activities.

Location:

The preferred location for this position is Islamabad, Pakistan. However, Peshawar and Lahore may also be considered.

Reporting and Supervision:

The Recruiter will report directly to Palladium’s Programme Manager in Islamabad, but have a close working relationship with Palladium’s global recruitment team – including implementing best practices in-country.

Duties and Responsibilities: 

  • Work with programme and bid teams to understand staffing needs and develop Terms of Reference/Job Descriptions for fixed-term employees, short-, and long-term consultants.
  • Post advertisements and attract applicants through using headhunting techniques, professional networking channels, and other online job platforms to identify and engage candidates.
  • Provide regular updates to programme and bid teams on recruitment progress.
  • Build and maintain HR/talent roster(s) of vetted consultants to quickly identify, engage, and deploy skills.  
  • Conduct thorough candidate assessments, including screening discussions, interviews, due diligence, and reference checks to evaluate qualifications and experience.
  • Support programme and bid teams in candidate negotiations and onboarding.
  • Build and maintain relationships with external partners, such as universities, professional associations, and industry networks, to expand talent pools.
  • Stay abreast of industry trends and best practices in recruitment and talent acquisition.

Requirements:

  • Proven experience as an end-to-end recruiter, preferably for an international development organisation/company. Strong preference for previous experience recruiting for both business development opportunities, as well as active programmes.
  • Demonstrated expertise in forming and managing consultant rosters.  
  • Strong understanding of the Pakistani job and talent market across provinces, recruitment trends, and labour laws.
  • Excellent networking and relationship-building skills; evidence of robust, existing candidate networks.
  • Excellent written and oral communication skills in English and Urdu.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
  • Proven ability to onboard, manage and train people.
