Project Background
Pathfinder International is implementing a four-year, multi-country project in Pakistan and Bangladesh titled, ‘Advancing the Leadership of Women and Girls toward Better Health and Climate Change Resilience’. The project emphasizes on women as change agents, strengthening their knowledge and access to equitable quality health services alongside building community resilience to future shocks.
In partnership with the governments of Sindh and Khyber Pakhtunkhwa, Pathfinder International in Pakistan is implementing the project, locally dubbed ‘Surmi’, in five districts of Sindh- namely Badin, Thatta, Umerkot, Sanghar, and Kamber Shahdadkot, and one district of Khyber Pakhtunkhwa- Charsadda. The Surmi project intends to enhance climate resilience by strengthening health systems for disaster preparedness and enhancing enabling factors for greater agency of women and girls in communities through access to health, education, livelihood, and complementary support systems.
The following are key project objectives:
- To empower women and girls in low-resource communities with the tools, knowledge, networks, and resources to survive and thrive through todays and tomorrow’s health needs and crises.
- To build resilient, adaptable quality health systems able to meet the primary health needs of low-resource communities and withstand emergency shocks.
- To develop an integrated collaboration, learning and adaptation framework providing support for implementation and evidence for decision-making, advocacy and social good.
Consultant’s core deliverables:
Pathfinder seeks a consultant to develop facility-level disaster preparedness/ contingency plans for all the health facilities assessed in Sindh (432) and Charsadda (60) under the Surmi Project.
- Facility-level plans will incorporate considerations around health and gender, adolescent and youth, and climate change/ disaster preparedness
- Plans will incorporate referral linkages for covered areas, and Climate Champion/ ‘Surmi’ contact details in corresponding/ nearest uncovered areas
- These plans need to be designed as a single poster (IEC material), printed and pasted in each participating health facility
- These plans need to be endorsed by relevant district authorities
- These plans will be based on the health facilities assessment carried out by Pathfinder at mentioned facilities
The consultant will need to collaborate closely with the project district team, Department of Health, PPHI, PDMA and the District Disaster Management Authority (DDMA) to undertake this task.

Desired Qualifications:
The consultant is expected to have the resources such as laptop or compute and appropriate competencies needed to fully execute the scope of this consultancy. The consultant should have:
- Education preferably master’s or PHD in social sciences or relevant degree.
- Significant experience in gender and health initiatives.
- Significant experience in advocacy and has good communication skill to
develop good reputation with all relevant stakeholders. - Knowledge in assessment tool development.
- Excellent in analytical skill.
- Experience and/or knowledge of climate change, and climate resilience intervention(s)
- Experience or familiarity with Provincial Disaster Management Authority and Department of Health
- Fluency in written and spoken formal communication in Urdu and English, preference for candidates with fluency in Sindhi as well.
