Role: Livestock Subject Matter Expert for Climate Smart Agriculture Technologies (Consultant)

Project Summary:

CABI Regional Bioscience Centre (RBC) Pakistan is currently developing a proposal for a anticipating project “Implementation of climate technology demonstrations” for livestock sector. CABI will install and demonstrate the identified climate smart technologies around livestock commodities (cattle, goat, sheep, poultry and dairy), this includes installation and demonstrations of technologies through capacity building of Farmers Marketing Collectives (FMCs) and Small and Medium Enterprise (SMEs) members and Training of Trainers (ToT) of Agribusiness Service Providers (ABSPs) for selected technologies with following objectives.

1. Installation and provision of climate smart technologies to the project beneficiaries

2. Increase awareness and access to climate-smart technologies amongst primary producers/processors, SMEs and ABSPs.

3. Support technology providers (lead firms/ABSPs) in accessing SMEs in rural markets.

4. Build capacity of FMCs and ABSPs to provide services around climate-related technologies in the target project areas. 

Following are main livestock climate smart technologies targeted for installation and demonstrations in the provinces of Sindh and Balochistan.

• Silage bailing and wrapping (silage entrepreneurs) also in bunkers and pits 

•  Mobile Poultry Shed 

•  Solar Grinders and Mixers for Rations 

•  Homogenization and pasteurization technologies

CABI will also conduct a business case study of mentioned technologies describing the constraints, opportunities, and recommendations for the technology.

Position Summary:

The expert will work in close coordination with the project manager CABI to carry out the following tasks.

• Participate in inception meeting and support to develop implementation work plan. 

• Develop training material/manuals for FMCs, SMEs and ABSPs for the selected technologies. Expert will develop 1st draft based on the information provided by manufacturer of technologies, desk review and experiential learnings. The developed materials will be further discussed with donor through a consultation meeting to finalize the training materials. Expert will develop materials in English and get it translated into local languages.

• Installation of technologies and organize hands on and demonstration-based training in Balochistan and Sindh provinces. 

• To carry out business case study for each of the identified livestock sector technologies. Expert will follow the key informant interview (KII) approach to carry out business case study for the identified technologies. The relevant stakeholders including agribusiness service providers, SMEs and regulatory authorities will be interviewed. The data will be analyzed, and complete report will be developed including constraints, opportunities, financials and recommendations for take up and expansion of identified technologies. 

• The template of training report and business case study will be finalized after consultation with donor team. After addressing comments/feedback from donor team, submit final report to CABI Project Manager including findings from desk review & respondents’ feedback and recommendations. 

• Participate in stakeholder meetings and regular catch-up meetings with donor to present updates and findings of the study and have feedback to incorporate in report.

• Participate in team planning workshop.

• Provide support in procurement of machineries for proposed technology and ensure installation of proposed technologies in both provinces and submit report to CABI.

• Compile reports for each of the training separately and develop final report along with PPTs.

• Provide regular updates to CABI Project Manager and other stakeholders as per instructions of Project Manager.

Qualification/Experience:

The selected expert should meet following requirements for the consultancy:

1. At least master’s degree in agriculture, DVM, livestock studies or a relevant field.

2. Minimum of 10 years of professional experience in the livestock industry.

3. Competent knowledge and experience in livestock especially with focus on above mentioned climate smart technologies. 

4. Analytical capacity to review, correlate and synthesize information from primary and secondary data; ability to develop training materials, business case studies and analytical reports with sustainable recommendations.

5. Good capacity to coordinate and facilitate different stakeholders.

6. The expert should be able to work to deadlines, under pressure and undertake independent problem-solving.

7. Full command on Microsoft applications (word, power point, excel) and internet usage.

Coordination 

The expert will work closely with CABI team and work in close coordination with CABI Project Manager.

The expert will submit following reports.

1. Inception Report: This will include detailed plan of work mentioning outlines of project, machinery selection, installation, training material, training and demonstration approaches and timelines etc.

2. Procurement and Installation of proposed technologies: The expert will support project manager to procure the technologies according to specifications of donor. He will guide the manufactures & suppliers of technologies to install the mentioned technologies and ensure the operation of technologies for demonstration and training of project beneficiaries in Sindh and Balochistan provinces. He will submit the completion report of this deliverable according to donor format.  

3. Development of technical material of proposed climate smart technologies.This will include development of materials of identified technologies (for FMCs/SMEs and ABSPs) based on the desk review, experiential learnings, and technology manufacturer feedback. The materials will be developed in English and translated into local languages.

4. Trainings of FMCs, SMEs and ABSPs: Organize hands on and demonstration-based trainings at established facility. Compile a report after completion of training on the template agreed with donor. 

• Business case study: Compile a report including constraints, opportunities, financials and recommendations for take up and expansion of identified technologies. It will be supported by a power point presentation to provide a summary of the whole assignment.

Duration

The assignment is for three months (12 weeks) starting from Jun to Aug 2024. The work will start immediately after signing of the contract.

Logistics and Administrative Support

The expert will be responsible for providing her/his own working station (laptop, internet, phone, scanner, printer etc). The project will only facilitate the logistics (travel and accommodation) during the meetings and consultation process with identified national stakeholders.

Remuneration:

The remuneration will be awarded based on the qualification and experience of the selected expert. Expert will not admissible for any payment beyond the end date of the contract.

Payment Schedule:

Payment will be made after approval from the authorized CABI official against following deliverables.
