Position Objectives: Lead in  the  implementation of Water, Sanitation and Hygiene (WASH) interventions in conformity with the  Action Against Hunger standards, international standards and national policies; ensuring the technical quality and relevance of the interventions.

Relevant Experience: Master's Degree in Public Health/environmental/civil engineering or other relevant field.

Job Description:

Mission 1: Provide technical leadership and ensure effective implementation of WASH Component

  • Develop detailed technical BoQs and ensure appropriate drawing and design of hardware component, including oversighting technical aspects of emergency WASH response such as quick repair & rehabilitation of water supply system, water distribution networks, water quality, emergency latrine design and excreta disposal.
  • In charge of carrying WASH interventions in Emergency Response Project operations in the target areas.
  • Verification of the appropriate standard and quantity of materials used in water and sanitation schemes.
  • Assist in assessing the needs and integrate WASH intervention wherever needed. This would include designing and implementation of complementary emergency WASH interventions (including livelihoods, nutrition and Health).
  • Responsible for updating detailed implementation/ work plan.
  • Support in overseeing the management of program, HR, Finances, and Logistics in project target districts.
  • Responsible for all aspects of delivering a high quality, effective and accountable WASH program implementation, programmatic and operational matters.  
  • Responsible for achieving program compliance with quality and accountability international standards.

Mission 2: Effective Team Management and Networking:

  • Representation and liaison at field and stakeholder management at provincial/district level
  • Ensuring effective reporting and communication in accordance with the HQ and donor reporting requirements and standards.
  • Coordinate with technical lead at Islamabad Country office for updates and guidance.

Mission 3: Project Monitoring, Archiving and Reporting:

  • Ensure continual monitoring of the project's progress to ensure that the project systems are working to achieve specific objectives and results.
  • Maintain ACF accountability standards.
  • Ensure that all of the project data related to WASH is timely and efficiently archived during and at end of the project period as per ACF SOPs.
  • Ensure preparation of periodic reporting and facilitating end of project report as required.
  • Work to ensure that all reports are accurate, comprehensive, well documented and timely submitted to ensure the credibility of the project.

Mission 4: Ensure timely procurements:

  • Ensure timely procurements of services for WASH emergency response
  • Have excellent coordination with the Logistic department.
  • Coordinate to ensure timely payments to all vendors. 

Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability

Specific skills needed to perform the function

  • Knowledge of AUTO CAD programme
  • Substantial experience in integrated emergency response programs and managing partners in emergencies
  • Excellent coordination and interpersonal skills
  • Able to analyze and summarize complex technical  and contextual information
  • Fluent in English, reading writing and speaking. Fluency in local language of the program implementation area will be preferred
  • Excellent computer skills
  • Ability to handle stress and pressure
  • Master's Degree in Public Health/environmental/civil engineering or other relevant field.
  • Two years of experience in similar positions

External relationships:

  • Project partners, other NGOs working on WASH in the focus districts
  • Government Departments (Public health Engineering and Rural development department, PDMA, DDMA)
