National Poverty Graduation Programme (NPGP) is a 7 and half years programme co-funded by IFAD and the Government of Pakistan for a total project budget of $150 million. It is implemented in 23 districts including 363 union councils of the country. The programme is designed to catalyze change at the grassroots to pull people out of poverty through social mobilization, livelihoods development and financial inclusion.

NPGP's project management unit (PMU) is seeking a dynamic, self driven individual for the position of Financial Management Officer. The objective of this job is to assist in management of the overall financial portfolio of the programme while ensuring compliance of applicable donot policies and procedures. Close coordination with donors and other stakeholders is an essential requirement.

Responsibilities

  • Provide support in management of the financial portfolio of the programme.
  • Assist in ensuring compliance with policies and procedures and with internal control systems as stipulated in the agreements signed for the Programme.
  • Assist in timely preparation and submission of Financial Reports and other advance requests/ liquidation reports to IFAD.
  • Assist in timely provision of programme status updates to different stakeholders (IFAD, Senior Management).
  • Work closely with Financial Management Specialist to prepare Annual Work Plan and Budgets (AWPB) for both internal and external stakeholders.
  • Assist in preparation of forecast of funds utilization for release of programme funds to Partner Organizations.
  • Coordinate with the banks and ensure timely preparation of bank reconciliations of assignment accounts.
  • Review and validation of SOEs of the partner organizations though quarterly field visits and issue SoE Review reports.
  • Perform financial management assessment of POs’ financial systems/performance and provide focused support/training where needed.
  • Ensure regular reconciliation of program records with organizations financial record.
    Provide support in sending Financing Agreements with Partner Organizations to Legal Advisor for vetting and opinion.
  • Review Partner Organization wise disbursements and maintain records for unspent balances.
    Consolidate the records for Statements of Expenditures (SOE’s) / Monthly Financial Reports submitted by Partner Organizations.
  • Assist in timely preparation and audit of Programme specific financial statements.
    Assist in project audits (internal/external).
  • Provide support in coordination with relevant Government Departments to expedite the approval processes.
  • Conduct orientation session and capacity building of Partner Organizations staff.
    Provide support in preparation of reporting timetables, financing/grant agreement compliance checklists, maintenance of issues inventory etc.
  • Provide support in preparation of budget estimates on an annual basis to EAD for budgetary allocation.
  • Provide support in ensuring completion of documentation for opening of project bank accounts.
  • Maintain necessary financial records and establish/maintain a robust filing system
    Recording of the accounting transactions, preparation of the transaction vouchers and releasing the payments for PMU expenses and disbursement to POs.
  • Withhold income/sales tax from payments to vendors/service providers and from salaries and deposit the tax withheld in government treasury.
  • Input NPGP POs budget and SoEs data and IFL POs Fund Flow data in the TOMPRO Accounting Software.
  • Provide support in review of project specific Financial Statement Closure Process (FSCP) checklist.
  • Any other tasks assigned by the supervisor.
  • Field travel across Pakistan is vital for this role (25%).

Required Qualifications and Experience

  • Minimum 16 years of education with university degree in MBA Finance/M.Com or CA intermediate, ACMA, ACCA.
  • Minimum 5 years of relevant experience in accounting, auditing or financial management and reporting.
  • 3 years of experience of managing financial planning and reporting functions of development sector projects will be preferrred.
  • Experience in livelihood related projects would be preferred
  • Experience of compliance assurance in procurement, finance and operations etc. in development projects or INGOs.
