Background

Access to safe WASH is pivotal in ensuring better health, education, food security and nutrition for the vulnerable and poor population. WaterAid is closely working with relevant Government Ministries, Provincial Departments, media, academia and other key stakeholders for strengthening systems for sustainable and climate resilient WASH for all. WaterAid Pakistan has planned to engage policy makers/influencers, government departments and parliamentarian in policy dialogues and consultative discussion to ensure increased budgetary allocation (in proportion to actual need) and utilization, integration of CR-WASH in public sector policies, plans and strategies as well as integration of WASH in national accounts maintained by the Pakistan Bureau of Statistics. To undertake a comprehensive policy advocacy programme for mainstreaming climate resilient WASH, WaterAid intends to hire the services of a policy think-tank (as advocacy partner) that has institutional expertise and convening power to mobilize and engage policy makers/influencers, parliamentarians and other stakeholders to ensure that climate-resilient WASH is mainstreamed in sectoral policies, plans and strategies as well as adequately financed to meet the sustainable and safe WASH needs for all in Pakistan. In addition, the federal and provincial stakeholders will also be capacitated on effective resource mobilization for CR-WASH. These outcomes will be achieved through:

Objectives:

The objectives of this assignment are:

  • To create a conducive environment for prioritization of WASH in public sector plans and policies as well as increased financing for WASH by Federal and Provincial Governments and other development partners including donor agencies and private sector.
  • To provide technical assistance in designing, organizing policy dialogues with the policy makers/influencers at federal and provincial level for mainstreaming/integration of climate resilient WASH in sectoral policies, plans and strategies.
  • To provide technical assistance in designing and executing customized and innovative advocacy campaigns and events through engaging digital, electronic and print media.
  • To capacitate federal and provincial stakeholders for effective resource mobilization for CR-WASH.

Deliverables:

a)    Development of 4 policy briefs on WASH related legislations and budgetary allocation & utilization by Government Departments and other stakeholders.

b)    4 Policy level dialogues (with policy makers e.g., parliamentarian, representatives of concerned government departments, civil society, and academia) through national level policy think tank to ensure increased allocation and mainstreaming of CR-WASH in public sector policies, plans including national accounts as well as for increased financing for WASH.

c)    Engaging electronic and social media influencers for policy advocacy for integration of CR-WASH in national and provincial policies, plans and strategies. The tools of engagement include may TV talk shows, podcasts, position papers in the national newspapers etc.

d)    3 Training of Federal Level Stakeholders on Proposal Writing for Securing CR-WASH Financing from forums like Loss & Damage Fund, National Adaptation Plan, Green Climate Fund etc.

Supervision

The proposed assignment will be implemented with close coordination of WAP. The selected organization will report to the Head of Programme Strategy and Policy at Water Aid Pakistan. Both parties will coordinate through meetings and remotely via email, Teams, Zoom, and telecommunication. 

Standard Contract Terms & Conditions

WaterAid practices the following terms and conditions stated below applicable to signing any contract with external agencies/Consultancy Firm:

  • Intellectual Property Rights in all documents/information/ other materials prior to the date of execution of an agreement pursuant to this bid shall vest in the Party to which such document/information/materials belong. 
  • All Intellectual Property provided by WaterAid Pakistanto the Consultancy Services (Firm) for performing the obligations under the agreement with WaterAid shall remain the exclusive property of WaterAid Pakistan.
  • Any reports produced/data collected, or any other Intellectual Property generated by the Consultancy Firm pursuant to or under the agreement with WaterAid shall be the exclusive property of WaterAid Pakistan.
  • The Consultant assumes all responsibility for complying with local legal codes as they apply to an Agreement and work performed there under. In addition, the Consultant shall be liable to pay all applicable taxes and fees as required by the laws of government of Pakistan. WaterAid will deduct applicable tax at source as per Govt. rules.
  • The Consultant shall not without first obtaining the consent in writing of WaterAid, permit any of its duties or obligations made under the Agreement to be performed or carried out by any other person or reassign his/her interest in the Agreement.
  • The Consultant shall not hold WaterAid liable for any accident or misadventure befalling them whilst on duty or pursuing activities to fulfil the Agreement.
  • WaterAid reserves the right to accept and reject any proposal without assigning any verbal and or written rationale whatsoever.

Evaluation criteria

The interested organizations having valid legal registration with the concerned regulatory body and NTN number shall submit technical (with necessary testimonials) and financial proposals in two separate sealed envelopes. Technical offers will first be evaluated according to the “Evaluation criteria” below and the technical qualification threshold point is “70”. Financial offers of ONLY successful candidates will be opened.

1.1)       At least 5 years of experience in designing and conducting policy dialogues/workshops with policy makers/influencers. (10 points)

1.2)       Have proven track record of providing technical policy advisory to Government Ministries (e.g. Ministry of Planning, Finance, Provincial P&D, Health and Water Resources etc.) and other development partners including donor agencies, UN and INGOs. (8 points: 2 points for engagement with each type of stakeholder).

1.3)       Qualifications and expertise of key personnel involved in the assignment, especially those with relevant academic backgrounds and professional experience in policy analysis, policy advisory and influencing. (20 points)

1.4)       Should have demonstrated experience in conducting subject related trainings for government officials and report development. (10 points)

1.5)       Demonstrated experience in using digital, print and electronic media for podcasts, TV talk shows, position papers/articles published in the newspapers for policy advocacy for social development issues. (12 points; 4 points for each medium of advocacy engaged in the past)

2)    Methodology

 

2.1)        Clear and comprehensive methodology and approach including stakeholders analysis and engagement strategy as well as relevance and effectiveness of different mediums to be applied for policy advocacy for integration of WASH in public sector plans as well as increased financing for WASH. (30 points)

2.2)        Well-structured and realistic work plan outlining key activities and timelines for the completion of the assignment. (10 points)

b.                            Financial offer

For financial offer, each deliverable must be included in the financial offer. All deliverables MUST be completed within the assignment duration.The interested organizations are required to quote rates for technical facilitation and logistic arrangementsof the policy dialogues, podcasts, TV talk shows, trainings of government stakeholders, etc. (the logistics related costs may include cost of venue, refreshment-two-time tea and three course lunch, stationery, printing,per diem of the participants and boarding and logging of the resource persons). Payment will be madeupon submission and approval of the set deliverables.
