Purpose  

The Finance and Administration (F&A) manager is in charge of F&A department in Peshawar Sub-Delegation and (s)he oversees financial resources and administrative activities such as management of travel and premises in his area of responsibility. The F&A manager supports the Head of Sub-Delegation to enforce institutional management framework, focusing on operational priorities, and providing optimal support to operations. Plays the role of "economic conscience" and ensures an open and transparent communication between his department and the management (Head of Sub-Delegation) and the other departments.

Main Responsibilities:

  • Finance management: Ensures implementation of the Rules on Financial Management, analyses the financial situation of the Sub-Delegation and proposes corrective measures, acts as co-signatory for local authorities and commercial parties (suppliers, banks, etc.), supervises treasury, oversees monthly accounts closure and balance sheet accounts, provides feedback to internal auditors’ comments, checks and approves internal orders and invoices, ensures compliance.
  • Property management: Ensures consistent application of defined standards for working and living environment, implements passive security measures, makes suggestions of new options for accommodation, engages in negotiating of lease conditions, ensures lease paperwork is complete and documented, prepares annual declaration of insurance values, contributes to Risk assessment and development of contingency measures.
  • Welcome management: supervises welcome activities (accommodation, flight, etc), reviews and negotiates conditions with the ICRC preferred hotels.
  • People management: supervises finance and administration team.

Main Requirements : 

  1. University degree in business administration, finance/accounting, and hospitality management;
  2. Diploma in accounting (CPA/CMA or similar) / internal audit (CIA or similar) an asset.
  3. Minimum 3 years of confirmed practical experience in finance or management, including 1 year in financial accounting/controlling is required.
  4. Experience in international working environment/organizations/development agency, an asset.
  5. Service and solution-orientation with the ability to ensure respect for procedures and guidelines;
  6. High sense of confidentiality and accountability.
  7. Strong leadership skills and ability to resolve workplace conflict.
  8. Experience in staff supervision with the ability to motivate and guide staff, and a desire to share knowledge and skills to build the capacity;
  9. Good computer skills (word, excel, and PowerPoint)
  10. Fluency in English and Urdu (written and oral)
