U.S. Mission Pakistan is seeking applications from qualified individuals for Economic Assistant position in U.S. Consulate General, Karachi.

 Basic Function of the Position – The incumbent reports to the Economic Unit Chief. The incumbent is responsible for covering the climate and environment, science, technology, health, intellectual property rights (IPR), digital policy and cybersecurity in Sindh and Balochistan provinces for the Political and Economic Section. The incumbent monitors, researches, and analyzes to provide advice on Pakistan's climate change policies and vulnerabilities, health security threats, technology innovation and entrepreneurship, integration and deployment of science and technologies, protection of IPR, digital policy and cybersecurity. The incumbent covers environmental policies related to human health and commercial activities, such as air quality, water resource management, and plastics pollution, and land and marine conservation, including fisheries, and international trends that could affect these priority areas. The incumbent drafts memos and cables; prepares written briefing materials for senior Mission personnel, including the consul general and chief of mission; conducts statistical analyses; advocates for U.S. policy positions, and co-drafts congressionally mandated annual reports. The incumbent develops and maintains productive working relationships with a range of contacts at the mid-to-senior levels in the government, the private sector, the donor community, NGOs, and academia. The incumbent facilitates interagency coordination and assists other USG agencies such as NOAA, NASA, Environmental Protection Agency, National Parks Service, National Science Foundation, CDC, National Institutes of Health, and Departments of Interior and Commerce to arrange trainings, seminars, and meetings nationally and internationally. The specific issues and sectors covered by this portfolio are Pakistan's climate policy; environment, science, technology and health (ESTH); IPR policy; digital policy including the operation and functioning of Pakistan's data protection and cybersecurity policies; health security and Pakistan's ability to minimize the spread of waterborne and vector borne infectious diseases; the human health and economic impacts of air quality, plastics pollution, fisheries; resource conservation (land and marine) and carbon credit markets to improve economic indicators; water security and resource management to minimize the extreme effects of climate change, in coordination with OES and USAID. The incumbent also coordinates and promotes U.S. companies advancing corporate excellence for environmental and digital policy issues and monitors business investments in corporate social responsibility projects and progress on diversity, equity, inclusion and accessibly with local business chambers.

Qualification Requirements:

EXPERIENCE: A minimum of five years of professional experience in economics, business, international relations, health, environmental policy or management, and/or digital technologies is required.

EDUCATION: Completion of university degree (16 years of education) in international relations, economics, technology, environmental policy and/or business administration is required. 

Job Knowledge: Thorough knowledge of Pakistan's economy and how economic policies are formed and implemented in Pakistan is required as well as a solid understanding of climate and environmental policy, health policy, digital technology policy, cybersecurity, entrepreneurship, and the commercial landscape.

LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested.

Skills And Abilities: The incumbent should have the ability to maintain a range of both senior and working-level contacts in the government and private sector. The incumbent must be able to research and analyze the effect of economic, environmental, digital technology, and health policies and analyze economic data. The incumbent must also have the ability to prepare precise and accurate factual reports through research that are insightful for, and understandable to, non-technical stakeholders. Ability to brief concisely in both writing and speech and to manage tasks independently.
