DESCRIPTION

JSI Research and Training Institute, Inc. (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Chief of Party for the anticipated USAID-funded Global Health Security Activity in Pakistan. The goal of the Activity is to build Pakistan’s capacities to prevent, detect, and rapidly respond to new and emerging infectious diseases. The Activity will strengthen Pakistan’s existing One Health systems, entities, and structures, all towards building a resilient, sustainable response to emerging infectious disease threats. In line with USAID’s vision for Health System Strengthening 2030, the Activity will work on strengthening existing health systems that uphold equity, optimize resources and efficiency, and ensure quality.

The Technical Director / Deputy Chief of Party (DCOP) will assist the Chief of Party (COP) in overall project leadership and liaising with the Government of Pakistan, USAID, and other key stakeholders. The Technical Director / DCOP is a member of the senior management team of the Activity and reports to the COP. Responsibilities will include overall coordination of program implementation activities to strengthen health systems to prevent, detect and rapidly respond to new and emerging infectious diseases and to deliver equitable, quality, integrated local level public health services.

Position is contingent upon USAID award to JSI. Pakistani citizens are strongly encouraged to apply.

RESPONSIBILITIES

  • Support the COP to provide overall leadership and strategic vision for the project.
  • Responsible for assuring that all technical assistance and services provided under the cooperative agreement are technically sound, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.
  • Lead technical design of the project, providing overall strategic direction to technical staff and ensuring all activities are well coordinated and executed on time.
  • In the absence of the COP, serves as Acting COP and the project’s key representative with USAID and other collaborating agencies on all pragmatic, administrative, and financial matters related to the project.
  • Assist the COP in planning, budgeting, and monitoring program activities to ensure that all activities and outputs are accomplished and delivered according to the agreed work plan and within budget.
  • Represent JSI and the project through effective technical communication with partners, MOH, other senior members of government, USAID, and technical working groups.
  • Supervise, mentor, and assess the performance of the technical staff (including long-term and short-term advisors, subpartners, and consultants) that are directly responsible for implementation and monitoring and evaluation of the program to ensure completion of deliverables.
  • Support the COP to oversee administrative, financial, and operational aspects of the project and ensure compliance with USAID and JSI policies.
  • Work closely with COP to monitor, analyze, and troubleshoot any challenges to program implementation and resolve any human resources issues that arise.
  • Assist the COP to establish and maintain close and functional working relationships with other USAID-funded mechanisms as well as other partners whose work contributes to malaria reduction.
  • Provide leadership in developing, implementing, and assessing interventions at national, facility, and community level.
  • Coordinates with the MEL Director to ensure systems and processes for comprehensive and adaptive monitoring, learning, and evaluation of the program.
  • Travel to regions/districts to monitor program activities in the field.

QUALIFICATIONS

  • Master’s level education/training or its equivalent in Public Health, Health Administration, Infectious Diseases, International Development or a related field required. MD or PhD is desirable.
  • Minimum eight years of experience managing USAID or other donor funded projects in developing countries.
  • Demonstrated technical expertise in global health security, health systems strengthening, One Health, and emerging infectious disease threats.
  • Additional training in Monitoring and Evaluation of health programs is an added advantage.
  • At least 4 years of experience in progressive leadership positions on projects of similar scope and complexity, including experience creating and managing project work plans.
  • Fluency in English and Urdu with strong oral and written communication.
  • Familiarity with data analytical packages is desired.
  • Demonstrated experience managing technical teams.
  • Experience preparing and making technical presentations on infectious diseases, global health security and One Health at technical forums is a requirement.
