E4H Punjab Provincial Coordinator

Programme Overview

Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H (2023-2027) provides technical assistance (TA) to Punjab and also to the Federal and Khyber Pakhtunkhwa (KP) governments. The Punjab component is being implemented by Palladium along with Oxford Policy Management (OPM).

Through its flexible, embedded, and demand-driven model, E4H Punjab will support the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H will deliver TA across three outputs:

Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.

Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.

Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.

E4H-Punjab works in partnership with the Punjab Department of Health (DOH).

Position Summary

The Provincial Coordinator will directly support the Team Leader in delivering the programme's objectives in the province, ensuring that TAs are deployed and fully implemented on time, within budget, and up to the required quality standard.

The Provincial Coordinator will support the Team Leader to liaise closely with the DOH, other government departments and agency focal points, as well as development partners to identify government TA needs, serve as TA manager and oversee the implementation of E4H's TA activities. This will include supporting the development or refinement of TA TORs, overseeing the delivery of TAs by consultant teams alongside the M&E Officer, quality assuring consultant deliverables, and ensuring progression toward desired outputs and outcomes. During the inception phase, the Provincial Coordinator will support the Team Leader in the completion of inception deliverables agreed with FCDO, on time, within budget and as per the required quality standards. 

Responsibilities

  • Oversee the technical aspects of TA delivery across various teams, ensuring alignment with Punjab Health Sector Strategy; P&SHD’s roadmap priorities; and E4H business case— the three thematic areas that have been outlined in the project that contribute to Health Systems Strengthening, namely improved health security; improved evidence-based decision making; and improved UHC implementation and any other updated nuanced public health areas of work.
  • Ensure the technical quality and relevance of all TAs, validating technical content and strategies employed by TA teams.
  • Lead and manage teams responsible for implementing TAs, providing guidance and support to ensure high standards and adherence to technical specifications.
  • Identify needs for technical assistance within the province by analysing health trends, gaps in services, and emerging challenges.
  • Cultivate and maintain relationships with key stakeholders including government departments, and development partners to facilitate coordinated efforts, and improve synergies.
  • Represent the programme in technical discussions and committees, ensuring the programme’s objectives are well communicated and integrated into broader health initiatives.
  • Develop technical Terms of Reference for the Short Time Assignments ensuring they are informed by latest research and practices and avoiding duplications.
  • Collaborate with the Monitoring and Evaluation (M&E) team to establish robust metrics and indicators for assessing the effectiveness of TAs.
  • Regularly review and report on the progress of TA implementations
  • Oversee the development of high-quality technical documents, including policy briefs, and project reports.
  • Communicate technical outcomes and strategic insights to a wide range of audiences, including government officials, donor agencies, and programme partners.
  • Support the Team Leader to conduct E4H’s Steering Committee quarterly and as needed; prepare presentations.
  • Meet and facilitate project meetings and ensure all deadlines are met.
  • Ensure that technical assistance is curated using the Gap Analysis Framework.
  • Ensure that the technical assistance workstreams are scored using the technical assistance identification matrix.
  • Focus on ensuring equity in the health outcomes of the province by curating technical assistance workstreams from South Punjab with more concentration as compared to North and Central Punjab, however, maintain a focus on addressing the determinants of health to improve health inequality and health inequity in the region.

Key Competencies Required

  • 10 years’ demonstrated expertise in the health sector, including an up-to-date understanding of the political economy, state of health security, reforms, evidence use, and universal health coverage in Punjab.
  • Evidence of robust networks across key stakeholders in the Punjab Department of Health and its adjacent departments/agencies. Proven ability to interact and meaningfully engage with senior government officials.
  • Proven experience successfully managing consultant teams to achieve results, including overseeing, and quality-assuring the work of TA consultants.
  • Strong written English capability and proven capacity to complete deliverables to high-quality standards.
  • Strong communication skills including the ability to succinctly communicate technical information for diverse audiences.
  • Demonstrated understanding of institutional change/reform approaches and methodologies strongly preferred.
