CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Gender equality is a basic right for all people, including children. Save the Children believes that it is critical to directly address gender-based discrimination and promote gender equality in order to ensure no harm comes to children, and to advance our vision for a world where every child attains their equal right to survival, protection, development and participation. A focus on gender equality is essential to close inequality gaps and ensure that we reach every last child, including those who are most impacted by inequality and discrimination.

The Gender Equality and Social Justice (GESJ) Advisor is the country office Technical Lead and has a suite of responsibilities to build, strengthen and sustain gender equality and social justice considerations both at programmatic as well as organizational level. The GESJ Adviser will use their in-depth contextual understanding, technical and practical expertise, and relationship building skills to support our strategic ambition for advancing gender equality and social justice in Pakistan.

Working in close collaboration with and reporting to the Director Program, Quality, Evidence and Impact (PQEI) the role will provide technical expertise and leadership for the design and implementation of high-quality programmes that advance gender equality and ensure that children, girls and boys can equitably access, participate within, benefit from and act as decision makers for both emergency and development programming.  The post-holder will ensure our work is grounded on intersectional gender and power analysis and will support the design and implementation of gender transformative monitoring and evaluation systems to demonstrate impact, while coordinating and sharing learning across our programmes, teams and partners.

The role supports country level advocacy and influencing, as well as fostering strategic partnerships for new business development.  The role will collaborate with operations and other thematic sector colleagues and with partners, especially women’s/girls’ rights and gender equality-focused organizations, fostering the building of ownership and agency of local organisations. It will support the design/adaptation and delivery of gender transformative content for capacity building and system strengthening.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

The GESJ Adviser has the following responsibilities:

Ensuring Programme Quality and Impact - 40%:

  • Provide technical support for planning, design and proposal writing during new programme development, to ensure that we design and deliver high quality, holistic gender-transformative and gender-equality focused programmes, building on global best practice. Ensure that broader intersecting social justice, disability and resilience considerations are reflected in our programme design and implementation.
  • Support the office explore new funding opportunities on gender equality and social justice integrated with other thematic areas from private and institutional donors.
  • Ensure the quality, clarity and consistency of technical components of internal and external reports, prioritizing and embedding gender equality across framing and content, working closely with awards, programme implementation and communications colleagues as needed.
  • Provide ongoing technical support for the development, implementation, and evaluation of GESJ programs.
  • Support GESJ mainstreaming within Save the Children through participation in the organization’s US-based and global technical working groups.

Thought Leadership - 40%:

  • Support the development of the Gender Equality Action Plan for the Country Office grounded on Save the Children’s Gender Equality Self-Assessment and other tools.
  • Support and/or lead the facilitation of capacity building and sharing with colleagues and partners in key technical approaches related to advancing gender equality and social justice, via developing and facilitating high quality training via workshops, webinars, etc.
  • Support in building capacity on gender equality and gender-based violence among humanitarian teams involved in different sectors.
  • Develop trainings and tools to build staff knowledge and ability to apply a GESJ lens in public and private funding applications and throughout the program cycle.
  • Support the gender equality leads to advance staff professional development, knowledge sharing and management, and GESJ tool development across sectors.
  • Build and/or enhance the capacities of Save the Children and implementing partners’ staff in GESJ.
  • Liaise and collaborate with Save the Children global and regional teams including the Regional Gender Equality Advisor, and relevant government department(s), and various fora in Pakistan working around GESJ and human rights.

Learning Capture and Knowledge Dissemination - 20%:

  • Contribute to the development, dissemination, monitoring and evaluation of innovative program quality tools and resources focused on advancing gender equality.
  • Conduct internal analysis for SMT – on a quarterly basis – of Gender Equality key performance indicators. 
  • Contribute towards the creation of an organisational learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and understands its link to quality and accountable programming.
  • Distil learnings and evidence generated into succinct and compelling programmatic guidance for internal and external consumption. Contribute to organisational learning on gender equality, ensuring that learning from our programmes is shared.

QUALIFICATIONS 

  • Masters degree in Women and Gender Studies or related degree with focus on gender equality in international development, social work, public health, sociology, anthropology or related area, or equivalent experience

EXPERIENCE AND SKILLS

  • Master’s Degree or equivalent relevant equivalent experience required, plus at least ten (10) years of relevant experience.
  • At least three (3) years of experience in program development or review of proposals with gender equality lens. This also includes experience providing technical assistance in developing funding applications and proposals.
  • At least two (2) years of experience in designing and commissioning gender related assessments/evaluations/research with knowledge of research ethics and participatory methods. This includes Experience conducting intersectional gender analyses, including study design, data collection, and analysis.
  • Proven technical experience in a broad range of programs and strategies such as: addressing harmful gender norms, preventing and responding to gender-based violence, preventing child marriage, adolescent girls’ and women’s economic empowerment, women’s political participation and leadership, and the constructive engagement of men and boys.
  • Demonstrated knowledge and skills related to intersectional gender and power analysis, and to the piloting, implementation and evaluation of innovative technical tools and resource to advance gender equality.
  • Demonstrated strong knowledge and skills related to gender sensitive and transformative program design, monitoring and evaluation, including designing pathways to sustainable impact at scale.
  • Excellent written and verbal communication skills, including in English. Knowledge of other Pakistani languages highly desirable.
  • Proven knowledge of diverse contexts of Pakistan esp. with regards to social, political and economic aspects around GESJ. This also includes exposure of remote and rural areas of Pakistan where women, girls, boys, and/or men are prone to GBV and social exclusion.
  • Experience developing and facilitating learning events.
  • Demonstrated ability to communicate and collaborate successfully with individuals and teams at all levels, both internal and external.
  • Professional proficiency in MS Office suite.
  • Willingness and ability to travel internationally up to 30% of the time.
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.

  • Ability to meet deadlines.
